Madhya Pradesh's monsoon assembly session opened in Bhopal on Monday with an unprecedented move, as the state government tabled 14 bills in the house on the very first day. It is the first time in the assembly's history that so many bills have been introduced in a single sitting. Eight bills up for debate on Tuesday

Assembly Speaker Narendra Singh Tomar informed the house that eight of the 14 bills tabled will be taken up for detailed discussion on Tuesday. Once the debate concludes, the required procedural steps will be completed before a final decision is taken on each of them. The sheer volume of bills introduced together has visibly picked up the pace of work inside the assembly secretariat.

Congress objects to the use of a supplementary agenda

The opposition made its displeasure known right from day one. Senior Congress MLAs Bala Bachchan and Sachin Yadav alleged that such significant bills were pushed through via a supplementary agenda instead of being listed on the main one. Their argument was that this left members without enough time to properly study the bills or prepare their positions before the debate. Responding to the objection, Speaker Tomar clarified that the decision to issue a supplementary agenda had been taken with the consent of all parties at a meeting of the Business Advisory Committee. He added that bills had been brought through the same route in the past whenever necessary, so there was nothing unusual about the current move.

A demand to amend the UCC bill

Separately, Congress MLA Arif Masood has opened another front by demanding changes to the Madhya Pradesh UCC bill. In a letter to the assembly secretariat, he argued that communities whose religious and cultural customs are already protected under Article 25 and Article 29 of the Indian Constitution should be kept outside the scope of the new law. Masood said the traditions, beliefs and cultural rights of such communities must continue to be safeguarded, and urged the government to amend the bill so that these protections are spelled out clearly.

All eyes on Tuesday's session

Attention now shifts to Tuesday, when the government and the opposition are expected to clash directly over the UCC and the other pending bills. With sharp reactions already surfacing on both the supplementary agenda and the UCC bill on the opening day itself, this week of the monsoon session looks set to be a stormy one for the Madhya Pradesh assembly.
