He emphasized that this informal system places a heavy financial burden directly on patients.
Detailing the operational mechanics of this practice, he stated that doctors receive payouts up to 3,000 rupees simply for referring a patient to a specific laboratory for diagnostic tests. A structured network of agents and incentivized channels supports this parallel arrangement. While diagnostic labs account for these payouts under marketing expenses in their financial records and doctors label them as referral fees, the entire monetary cost is ultimately embedded inside the patient's final medical bill.

Raghav Chadha also addressed public queries regarding his stance during the NEET examination paper leak controversy. Responding to questions about his approach, he explained how his primary responsibilities transformed following his shift from opposition benches to the treasury side in Parliament.
