Political activities for the upcoming 2027 assembly elections in Uttar Pradesh have started gathering momentum. To counter the ruling party's governance model and welfare narratives, the opposition camp has begun sharpening its political strategy. In this sequence, Samajwadi Party national president Akhilesh Yadav has taken a significant step by placing healthcare at the center of his political outreach. After focusing on women, youth, and farmers, the party chief has now rolled out a major announcement aimed at the poor and ailing sections by promising card-free and entirely free medical treatment.
Direct medical care without administrative hassles
It has been emphasized that if the party forms the government, patients will not be asked for any cards at government hospitals in Uttar Pradesh, and their treatment will be completely free. Currently, beneficiaries face various administrative hurdles and the obligation to present specific cards to avail of benefits under central or state welfare schemes. By eliminating these procedural delays and the compulsion to show verification cards, the plan aims to provide direct and free medical services to every needy citizen. This proposed initiative covers common ailments as well as expensive and critical diseases like cancer. This scheme is set to be made a core pillar of the party manifesto for the 2027 elections.
Addressing governance gaps and multi-sectoral promises
To challenge the ruling party's governance model, a series of attractive proposals are being unveiled for various segments of society. Questions have been raised regarding women's honor stipends and safe, free travel on public buses, while outlining alternative plans. Immediate clearance of pending agricultural dues, free electricity for farming, and transparent compensation for land acquisition have been promised. Development of sports infrastructure and immediate filling of vacant government posts, particularly highlighting that 41 percent of positions in the health department remain vacant, are key focus areas. Furthermore, the party intends to work on Dr. Ram Manohar Lohia's price control theory to regulate the costs of daily essentials and fuel.
The most widely discussed political terminology used by the leadership has been the PDA formula. During the 2024 general elections, its core definition stood for backward, dalit, and minority communities. However, ahead of the 2027 electoral battle, this formula is being continuously expanded to incorporate upper castes and other disgruntled sections of society. The definition was extended to address grievances within certain communities, while also being redefined in English as play, develop, and achieve. Earlier, the same abbreviation was associated with patience, discipline, and action to connect more broadly with the public.

This aggressive political approach is transforming the 2027 electoral contest into a direct battle of welfare schemes. While the ruling establishment champions its double-engine governance and existing healthcare initiatives, the opposition is striving to reshape the ground narrative by highlighting gaps in public healthcare infrastructure and doctor shortages. Through the flexible expansion of the PDA formula, the leadership aims to reach beyond its core voter base and attract urban poor and middle-class voters. These policy counters indicate that the upcoming political contest in Uttar Pradesh will be fiercely competitive and intense.
