The agency outlined its operational goals in a procurement document detailing plans to acquire publicly available voter files to assist Homeland Security Investigations (HSI), the primary investigative arm within ICE, with fraud detection and data segmentation activities. The initiative has ignited sharp pushback from constitutional experts, voter privacy advocates, and state leaders who view federal data aggregation as an overreach into state-managed election systems.
Procurement Framework and Budgetary Allocations
According to official procurement documents, the agency will initially specify a select group of states from which the chosen contractor must pull public voter registration records. However, the contract stipulates that the winning vendor must possess the technical infrastructure capable of collecting voter data from all 50 states. ICE is seeking comprehensive voting history data covering every federal contest designated by the government, including general elections, primaries, runoffs, and special elections. The records sought include basic voter registration details and, where accessible, voting history logs. Crucially, these files often contain voters' registered party affiliations. While the initial solicitation states that the vendor will not immediately be tasked with gathering party affiliation data fields, it explicitly allows for that requirement to be added upon written direction from contracting officer Michael Royer, section chief at HSI. Requests for comment sent to ICE, DHS, and Royer yielded no immediate response.
An acquisition forecast published shortly after reveals that the contract carries an estimated valuation ranging between $2 million and $5 million. Given that the term of the procurement funding expires on September 30, the final agreement is expected to be published and awarded imminently.
Privacy Concerns and Federal Versus State Jurisdiction
Legal analysts and privacy watchdog groups have expressed severe concern over the creation of a centralized federal voter database. Compiling voting patterns, party preferences, and personal registration details under a security agency presents significant privacy risks for American voters. Elections in the United States are constitutionally governed at the state level rather than by federal law enforcement agencies. Wisconsin Governor Tony Evers strongly criticized the federal push, asserting that voting administration remains strictly a state jurisdiction rather than a federal one, and urging federal authorities to halt interventions that undermine public confidence in state election integrity.
Financial Leverage and Pressure on State Authorities
This procurement effort forms part of a broader push by the Department of Homeland Security and administrative officials surrounding upcoming midterm elections. Previously, the Department of Justice attempted to assemble nationwide voter rolls by requesting unredacted state voter records, a move met with firm resistance from state election administrators and federal courts. In response, DHS applied leverage by threatening to withhold critical federal funding for emergency preparedness and counterterrorism from states that declined to comply with White House election initiatives. Furthermore, federal authorities issued deportation warnings against individuals suspected of voting illegally, even in cases involving no prior criminal record. Despite repeated claims of widespread noncitizen voting, empirical investigations, including a recent comprehensive audit in Georgia, have demonstrated that such occurrences remain exceptionally rare.
Enforcement Escalation Ahead of Midterms
DHS has also initiated a targeted enforcement surge across specific states ahead of the midterms. Internal agency guidance indicates that field agents have been directed to follow up on investigative leads, conduct direct field interviews, and expedite cases for prompt prosecutorial review.
A Broader Pattern of Data Harvesting Initiatives
The current voter database procurement is the latest step in a series of data acquisition contracts executed by ICE. In July, public records revealed that ICE secured a $125 million deal with Thomson Reuters to access its CLEAR platform, an extensive database combining names, addresses, property deeds, driver's license details, social media activity, and voter registration files from public and private entities. In June, ICE agents directly obtained individual voter rolls from local election authorities in two counties located in Texas and North Carolina.
Additionally, previous disclosures highlighted that an internal initiative dubbed DOGE was constructing a master data repository by integrating information from DHS, the Social Security Administration, the Internal Revenue Service, and voting rolls from Pennsylvania and Florida. A senior DHS official noted at the time that the cross-referencing of immigration records with tax, social security, and voting databases was designed to aggregate massive datasets across government branches, raising ongoing questions about federal data boundaries.
