Political momentum is rapidly building across Rajasthan as preparations for the upcoming panchayat elections gather pace. The Tonk Zila Parishad election is shaping up to be a high-stakes battle for multiple reasons. Following a recent delimitation process, the total number of Zila Parishad ward members has increased from 25 to 31. Additionally, the coveted seat of the Zila Pramukh has been officially reserved for a Scheduled Caste woman. Consequently, this electoral contest transcends a simple battle of seats between the BJP and Congress, evolving into a strategic race to capture the top local governance seat.
Election Phases and Political Stakes
Polling for the Zila Parishad seats in Tonk district is scheduled to take place during the third and fourth phases. The ruling BJP will strive to maintain its grip on the Zila Pramukh chair for the third consecutive time, while the Congress party aims to break its decade-long political drought in the region. The political prestige of Tonk MLA Sachin Pilot and Congress MP Harish Meena will be heavily on the line during these polls. Meanwhile, cabinet minister Kanhaiyalal Chaudhary is widely regarded as playing a pivotal role from the BJP camp.
Reservation and Significance of Malpura-Todaraysingh
This election cycle introduces new political dynamics due to revised reservation norms. Out of the 31 total wards in the Tonk Zila Parishad, three seats have been specifically reserved for Scheduled Caste women. With the overarching Zila Pramukh post also designated for an SC woman, the political significance of these particular wards has increased exponentially. Three specific wards falling within the Malpura-Todaraysingh assembly constituency are being viewed as crucial stepping stones in the race for the top chair. Selecting the right candidates for these segments will be a critical task for both major political parties.
Ticket Distribution and Internal Party Challenges
Securing the Zila Pramukh post requires a party to achieve a majority in the Zila Parishad while successfully managing intricate political alignments. During the ticket distribution phase, parameters such as caste equations, local leader influence, and overall winnability will dominate discussions. Ultimately, who claims the Zila Pramukh chair will depend on final election outcomes and internal party decisions. For now, all eyes remain focused on the selection of viable SC female candidates due to the strict reservation criteria.
Historical Perspective of Tonk Politics
A retrospective look at the history of the Tonk Zila Parishad reveals a long period of uninterrupted Congress dominance. From 1959 until 2015, the Congress party maintained a strong foothold in the local body, with several leaders ascending to the Zila Pramukh position over the decades. Chandrabhari Vyas served as the Zila Pramukh from 1959 to 1977. Subsequently, leaders such as Kanchan Devi, Altaf Hussain Chishti, Saroj Gurjar, Ramvilas Chaudhary, and Kalli Devi held the responsibilities of the office for successive five-year terms.
Dwarka Prasad Bairwa also emerged as a prominent figure in the Tonk Zila Parishad, serving as Pramukh from 1988 to 1991 and later returning to the post between 2000 and 2005. Furthermore, administrative administrators were appointed to run the Zila Parishad during the periods spanning from 1977 to 1982 and from 1991 to 1995 due to special circumstances.
Shift in Power Dynamics Since 2015
The political landscape shifted significantly in 2015 when Satyanarayan Chaudhary became the first BJP leader to assume the Zila Pramukh office. This momentum continued into 2020 when Saroj Bansal of the BJP took over the leadership responsibilities. Thus, the BJP has successfully retained control of the Zila Parishad helm for the past two consecutive election cycles.
The BJP now faces the formidable challenge of securing a third successive term to cement its local dominance. Conversely, the Congress party is eager to reclaim its traditional political base. For Congress, this election represents more than just an opportunity to bounce back in the Zila Parishad; it serves as a critical test of strength in rural grassroots politics.
While Sachin Pilot maintains considerable political influence within the Tonk assembly segment, translating this clout into winning numbers across the entire district's panchayat network will be tested at the ballot box. Congress MP Harish Meena and the local party apparatus also face the uphill task of orchestrating a stellar performance. The coordination between Sachin Pilot and district president Saud Saidi during ticket allocation will be closely watched.
Local Leadership Put to the Test
During the previous municipal council elections, the district president's role during ticket distribution drew considerable attention, although the party ultimately succeeded in forming its board in the municipal council. Formulating a consensus within the party for the upcoming Zila Parishad and panchayat committee tickets is not expected to be straightforward. Balancing the preferences of various factions and local equations while fielding winning candidates will pose a stiff challenge for Congress. Factionalism during ticket distribution could potentially impact electoral outcomes.
The BJP faces an equally complex task regarding candidate selection. Cabinet minister Kanhaiyalal Chaudhary will play an influential role for the party in the district. Alongside him, district president Chandraveer Singh Chauhan, former MP Sukhbir Singh Jaunapuria, and former MLA Ajit Singh Mehta are expected to guide the candidate screening process. The BJP must defend its consecutive victories from 2015 and 2020 by aiming for a third straight choice of Zila Pramukh.
Grassroots Realities Beyond Big Leaders
Elections at the Zila Parishad level rely on much more than the mere clout of prominent leaders. A candidate's individual standing at the ward level, the active participation of grassroots workers, and internal party harmony during the campaign are decisive factors. Consequently, the BJP must carefully manage all equations during ticket finalization. Any localized discontent among aspirants within a specific ward could inadvertently affect neighboring electoral segments.
In addition to the Zila Parishad, the battle for supremacy extends to the eight panchayat committees across Tonk district, where both major parties are gearing up for intense contests to secure the posts of pradhans.
