Assam Closing In on Private Partner Selection for Upcoming Satellite Project, Says CM Himanta Biswa Sarma

Assam is approaching the final phase of selecting a private sector partner to develop its pioneering Earth observation satellite, AssamSAT. Chief Minister Himanta Biswa Sarma highlighted that the initiative will transform the state's governance and space technology capabilities.

Guwahati: The Assam administration has reached the final stage of finalizing a private-sector partner to launch its dedicated satellite project, according to Chief Minister Himanta Biswa Sarma, marking a historic step toward making the state the first in India to build its own earth observation system. The upcoming satellite, designated as AssamSAT, will be executed utilizing the DBLOTT framework, which stands for Design, Build, Launch, Operate, Train and Transfer.

Strong Response From Private Space Sector

In a social media update shared on Sunday, Sarma noted that the administration had floated Expressions of Interest earlier in the year to pinpoint a reliable implementation partner for the undertaking. Following enthusiastic participation from private space enterprises across the nation, the selection mechanism has advanced into its final and critical phase, with designated committees actively reviewing the submitted proposals.

Sarma emphasized that AssamSAT marks a monumental shift for the regional administration, moving from a passive consumer of satellite data to an active contributor within the broader space technology sector. This milestone is anticipated to bolster administrative efficiency, enabling faster and heavily evidence-backed governance across various departments.

Origins in the State Budget

The concept for a dedicated regional satellite was initially unveiled during the presentation of the state budget for the financial year 2025-26, delivered in March last year by the then finance minister Ajanta Neog. During her budget address, Neog outlined that the satellite would generate crucial data streams required for executing pivotal socio-economic initiatives while simultaneously tightening surveillance networks along international and state borders.

Collaboration With National Space Bodies

The initiative is being pursued in close coordination with IN-SPACe, operating under the Department of Space within the Government of India, to guarantee an uninterrupted and dependable flow of information for developmental projects. Neog had earlier detailed multiple practical applications for the system, spanning agriculture, disaster mitigation, infrastructure expansion, border security, and law enforcement operations. Furthermore, the project aims to inspire young learners by actively involving them in constructing experimental satellites with mentorship from national space agencies like ISRO.
