Sivasagar MLA and Raijor Dal President Akhil Gogoi will conclude his 14-day satyagraha at the Assam Legislative Assembly complex in Dispur on October 15. The resolution to stand down comes after Chief Minister Himanta Biswa Sarma provided assurances regarding key rehabilitation demands, most notably financial compensation for displaced and damaged households across Upper Assam. The demonstration, staged on the grounds of the state legislature, highlighted persistent gaps in disaster aid distribution following severe regional flooding.
Origin and Demands of the Assembly Demonstration
Gogoi launched the indefinite satyagraha at 10:30 am on October 2, following the expiration of an ultimatum he had served to the administration regarding unfulfilled relief delivery. His charter of demands called for immediate compensation to all flood-hit households, an inquiry into the administrative and environmental triggers behind the destruction, and the prompt restoration of critical roadway infrastructure wrecked by the floodwaters.
Detailing the decision to call off the fast, the Sivasagar legislator explained that the Chief Minister directly appealed to him over the phone, urging him to place trust in official mechanisms and give the administration room to execute its commitments. Addressing his supporters, Gogoi stated, “The Chief Minister has given assurances, but I am not completely satisfied. I do not believe that all the problems will be resolved.” He stressed that the primary driver of ending the fast was ensuring that struggling citizens receive their due funds without administrative deadlock, noting that the government was welcome to claim all political credit if the aid reached the ground.
Financial Disbursal and Relief Allocations in Sivasagar
A core element of the protest centered on the disbursal of Rs 15,000 as immediate assistance to every verified household that had been excluded from earlier payment rounds. The MLA noted that approximately 4,000 families within his constituency received this baseline amount while the satyagraha was actively underway. Furthermore, the state approved relief packages for an additional 3,064 newly cataloged households in Sivasagar.
The Chief Minister communicated that Rs 4.60 crore had been sanctioned to cover this newly identified cohort, expanding the total beneficiary pool in the Sivasagar constituency to roughly 7,000 families. Sarma pledged to transmit the updated roster of recipients directly to Gogoi over WhatsApp and assured prompt bank transfers. However, Gogoi expressed skepticism regarding a separate plea for an additional Rs 10,000 tranche, indicating that the government only agreed to review that payment at a later stage.
Central Compensation Proposals and Technical Inquiry
Regarding the demand for an inquiry by the Central Bureau of Investigation into alleged systemic lapses and physical factors that worsened the flooding, the administration declined a central probe. Instead, officials agreed to set up an expert panel to investigate the technical aspects of the disaster and assess overall vulnerabilities.
The state government had earlier suggested that the continuous sit-in was hampering the administrative timeline for dispatching formal compensation requests to the Union government. Under the roadmap agreed with the Chief Minister, an initial proposal covering 57,000 pre-surveyed families will be forwarded to the Central government, followed by a secondary submission for subsequent claimants. These broader compensation packages are slated to range from Rs 1.70 lakh to Rs 5.60 lakh per household depending on the assessed scale of property and livelihood loss. The satyagraha, which reached its 13th day on Wednesday, will formally wrap up on Thursday.
