Amid unpredictable weather conditions during the Kharif season, the administration in Rampur district has extended the enrolment deadline under the Pradhan Mantri Fasal Bima Yojana. With crops flourishing in the fields, farmers face constant risks from unseasonal torrential rains, waterlogging, hailstorms, and pest outbreaks that can ruin months of labor. To safeguard farmers against these potential financial losses, the deadline for loanee farmers to secure crop insurance has been officially extended to August 31, 2026. This extension brings timely relief to cultivators who have availed bank loans but had not yet completed their insurance enrolment.
Crucial August 24 Opt-Out Notice for Kisan Credit Card Holders
For farmers who hold a Kisan Credit Card (KCC) and carry institutional loans, specific procedures have been laid down. If an eligible loanee farmer chooses not to opt for crop insurance under the scheme, they must submit a formal written opt-out application at their respective bank branch by August 24. Failure to provide this written declaration within the stipulated time frame will result in the bank automatically debiting the prescribed premium amount from the farmer's account and issuing the crop insurance coverage as per standard policy guidelines.
Scope of Coverage: From Natural Calamities to Pest Infestations
A common misconception among cultivators is that crop insurance pays out only during massive floods or prolonged droughts. However, the Pradhan Mantri Fasal Bima Yojana offers broad protection against a wide spectrum of agricultural hazards. Coverage extends to widespread perils such as drought, extreme waterlogging, hailstorms, cyclones, thunderstorms, lightning strikes, rampant crop diseases, and severe pest infestations affecting standing crops.
Protection for Sowing Disruption and Mid-Season Losses
The insurance framework protects farmers right from the initial planting stage up to the final harvest. In cases where adverse weather prevents farmers from sowing or planting their fields altogether, indemnity provisions apply. Furthermore, if standing crops suffer severe weather-induced damage leading to expected yield losses exceeding 50 percent during the period starting roughly one month after sowing until 15 days prior to harvest, mid-season adversity relief is triggered.
Localized Disasters and Post-Harvest Safety Rules
In addition to widespread weather events, the policy addresses localized calamities affecting individual farm plots. Losses caused by hailstorms, landslides, cloudbursts, localized waterlogging, or fires sparked by lightning strike qualify for claims. Additionally, the scheme safeguards harvested crops left to dry in the fields for up to 14 days post-harvest. If unseasonal rainfall, cyclonic showers, or hailstorms damage harvested produce within this two-week window, eligible farmers receive financial compensation.
District Nominated Insurer, Crops, Sum Insured and Premium Rates
For the Kharif 2026 season, IFFCO Tokio General Insurance Company Limited has been designated as the official insurance provider for notified crops in Rampur district. The Agriculture Department has structured the sums insured and premium liabilities per hectare as follows
- Paddy (Dhan): Sum insured is set at Rs 86,000 per hectare, with the farmer's premium contribution calculated at Rs 1,720 per hectare.
- Urad: Sum insured stands at Rs 59,300 per hectare, requiring a premium payment of Rs 1,186 per hectare.
- Bajra: Sum insured is fixed at Rs 29,700 per hectare, with an applicable premium of Rs 594 per hectare.
Loanee vs Non-Loanee Farmers and Official Recommendations
While the insurance scheme is designed for both loanee and non-loanee farmers, the enrolment window for non-loanee farmers closed on August 14. Therefore, only loanee farmers can now utilize the extended window until August 31. Deputy Director of Agriculture Ram Kishan Singh urged farmers across Rampur not to defer enrolment until the final hours. He advised cultivators to review land records, crop details, and bank account documentation for accuracy, ensuring that receipts and policy documents are stored safely once the premium process is completed.
