The Bihar government has made a sweeping change to the way its state employees apply for leave, going fully digital from July 1. The General Administration Department has issued clear directives stating that paper-based or offline leave applications will no longer be accepted at any office. Every officer and employee across the state must now use the Human Resource Management System (HRMS) mobile app or web portal for all their leave-related needs.
HRMS Registration Now Compulsory for All State Employees
Under the new directives from the General Administration Department, every state government officer and employee must download the HRMS mobile app and complete their registration on it. All categories of leave, including Casual Leave (CL) and Earned Leave (EL), must be applied for exclusively through this app or the web portal going forward. The competent approving officers will also review applications on the same digital platform and record their approval or rejection online. The department has made it clear that submitting paper applications at any office is no longer permitted under any circumstances.
Transparency and Accountability at the Core
According to the General Administration Department, the primary purpose of this transition is to make the leave process transparent, organized, and fully record-driven. The entire chain from the moment an application is submitted to its final resolution will now run digitally. One of the key advantages of this new system is that employees will be able to check the real-time status of their leave applications at any time, from anywhere, without needing to visit multiple offices to follow up on progress. With the entire workflow going digital, the department expects significant time savings and faster turnaround for administrative tasks.
A Secure, Integrated Digital Record for Every Employee
The new system will maintain a comprehensive digital record of each employee's leave history in one consolidated place. At a glance, it will be possible to see how many leaves an employee has taken, which applications are currently pending, and at what level a decision is still awaited. The department says this will make human resource management significantly more effective. Dependence on paper records will decrease, data will be available in an integrated format, and the processes of administrative monitoring and report generation will become far simpler. Having digital records readily available will also make it easier to compile leave-related information whenever required in the future.
Mandatory Across All Departments From July 1
The General Administration Department has made it explicit that this system, which came into effect on July 1, is mandatory for all departments, offices, and state employees in Bihar without exception. Officers and employees have been advised to complete their registration on the HRMS app at the earliest opportunity. From this point on, all leave-related applications will be accepted only through the online channel, and no alternative will be entertained.
