Bank customers across the country are facing significant uncertainty over whether branch counters will function on Sunday, September 27. The central government issued clear directives instructing public sector banks and regional rural banks to keep their branches open on this Sunday. However, a major bank officers organisation has countered this move by appealing to its members to abstain from duty on that day. As a result of this face-off between administrative directives and union resistance, regular branch operations will depend heavily on the physical attendance of personnel across individual branches.
Extended Weekend Closure and Impending Strike Prompted Sunday Opening
The directive to operate branches on Sunday came after a high-level review meeting held on September 21. Senior officials from the Union Finance Ministry gathered with representatives of public sector banks, regional rural lenders, the Indian Banks' Association, and NABARD to examine financial service continuity. The primary concern was the three-day nationwide bank strike scheduled from September 28 to September 30. Since September 26 marks the fourth Saturday and September 27 is Sunday, financial institutions were already facing a scheduled two-day weekend closure. Without Sunday operations, branches would have stayed shut for five consecutive days, severely disrupting everyday financial transactions for the public.
Reserve Bank Approval Meets Pushback from Officers Union
The Reserve Bank of India also granted formal permission to operationalise banking facilities on September 27. Beyond standard public dealing branches, this green light covers administrative offices, cash management setups, currency chests, and offices responsible for ATM logistics, ensuring smooth cash handling ahead of the industrial action. Despite these official arrangements, the All India Bank Officers' Association issued a formal request asking its members to refrain from reporting for duty on Sunday. The union maintains that September 27 is legally recognized as a holiday under the Industrial Disputes Act, arguing that staff should not be compelled to perform Sunday work.
Reasons Behind the Three-Day Walkout and Core Demands
The United Forum of Bank Unions alongside other staff groups proposed the three-day nationwide strike spanning September 28 through September 30. This upcoming disruption follows a previous single-day pan-India bank strike observed on September 11. Bank employees are pressing management and the government on several longstanding issues. Chief among these is the implementation of a five-day banking workweek, which would make all Saturdays designated non-working days. Additional grievances involve updates to pension frameworks, revisions to dearness allowance calculations, and modifications to existing pension structures for specific categories of banking personnel.

Given the appeal by the officers association to boycott Sunday shifts, the actual availability of in-person counter services remains doubtful in several areas.
