To address potential concerns, the central government has initiated direct consultations with prominent payment aggregators and other stakeholders within the digital payment ecosystem. The primary objective of these discussions is to guarantee that the recently introduced merchant discount rates do not translate into extra expenses for buyers. Structure of the Merchant Discount Rate
Under the updated framework, transactions directed to merchants that cross two thousand rupees will attract a merchant discount rate of zero point four percent starting from October 15. Regulatory guidelines explicitly state that this fee is to be absorbed entirely by business owners rather than the retail consumer. For high-value transactions amounting to seventy-five thousand rupees or more, the charge has been capped at a maximum of three hundred rupees to keep large-scale digital commerce manageable.

To prevent vendors from illegally shifting this fee burden onto everyday shoppers, financial authorities are currently setting up a dedicated monitoring system.
