Chief Minister Lalduhoma chaired a Council of Ministers meeting on Tuesday, where the Mizoram state government made a key decision to create an independent development finance corporation. Official details shared on Wednesday outline that the new institution aims to streamline access to institutional credit, specifically targeting local entrepreneurs and beneficiaries of the state's flagship 'Bana Kaih' handholding scheme.
Setting Up the Mizoram Development Finance Corporation
The establishment of the proposed Mizoram Development Finance Corporation fulfills a direct commitment outlined in the governing party's election manifesto to build a dedicated development bank. Designed to empower local business owners and participants of the handholding initiative, the corporation will operate as an autonomous institution completely separate from direct government control.
To ensure smooth groundwork for the financial body, the Cabinet formally approved the creation of an interim committee. This committee has been assigned to
- Examine all logistical, administrative, and legal arrangements necessary for establishing the corporation.
- Submit strategic recommendations regarding the formal setup and operational roadmap of the institution.
Reviewing School Provincialisation Guidelines
In addition to financial reforms, the Council of Ministers agreed to re-evaluate and simplify existing regulations governing the provincialisation of educational institutions across the state. Provincialisation refers to the complete administrative and financial takeover of private or community schools by the government.
Before presenting the proposed policy modifications to the Cabinet for final determination, officials will perform a thorough evaluation of the financial commitments and budgetary implications involved in taking over these schools.
Approving Provisions Under VB: GRAM-G
The Ministerial meeting also sanctioned a comprehensive set of rules and framework guidelines under the Mizoram Viksit Bharat: Guarantee for Rozgar and Ajeevika Mission (Gramin), commonly referred to as VB: GRAM-G. These newly approved regulatory provisions cover several critical operational aspects of the rural employment mission, including
- Mechanisms for effective public grievance redressal across rural areas.
- Guidelines for the management and disbursement of the dedicated mission fund.
- The operational structure of the State Gramin Rozgar Guarantee Council.
- Specific rules mandating financial compensation to workers in cases of delayed wage payments.
- Provisions governing the distribution of unemployment allowance to eligible individuals.
