Household budgets across India continue to face pressure as retail sugar prices remain sharply elevated. According to statistics released by the Ministry of Consumer Affairs, the maximum retail price of sugar reached Rs 74 per kg in certain domestic markets on Sunday, August 30. Despite a series of policy interventions designed to boost domestic availability, retail shelves are yet to reflect any meaningful price relief.
National Average and City-Wise Price Details
Across the majority of retail markets in the country, sugar prices stayed well above the Rs 60 per kg mark on Sunday. The all-India average retail price for sugar stood at Rs 64.24 per kg on August 30. This represents a 1.77 percent increase compared to the average of Rs 63.12 per kg recorded just one week earlier. Across different regions, the minimum retail price was registered at Rs 40 per kg, while the maximum reached Rs 74 per kg.
A look at major urban centers reveals varying price points for consumers. In Delhi, sugar was retailed at Rs 62 per kg, while buyers in Mumbai paid Rs 66 per kg. Prices in Chennai stood at Rs 63 per kg, and consumers in Ranchi faced a higher rate of Rs 68 per kg. On a broader timeline, the current retail prices are 30 percent higher than they were a month ago and reflect a substantial 38.63 percent increase compared to the corresponding period last year.
Wholesale Trends and the Margin Gap
Elevated price levels are equally visible in the wholesale market. The wholesale price of sugar was recorded at Rs 59.73 per kg on Sunday, up from Rs 58.66 per kg a week prior. Over a one-month timeframe, wholesale rates have escalated by 31 percent, mirroring the year-on-year surge of 38.63 percent.
This persistent strength in wholesale and retail prices comes even after the central government authorized the duty-free import of 10 lakh tonnes (1 million tonnes) of raw sugar. Following the import announcement, mill-level sugar prices dropped by approximately 20 percent. However, this reduction has not translated into lower retail tag prices. Industry experts note that a gap of Rs 2 to Rs 3 per kg between mill and wholesale prices, and a margin of Rs 7 to Rs 8 per kg between mill and retail prices, is generally considered normal in the trade supply chain.
Regulatory Actions to Stabilize Supply
To curb spiraling retail inflation in essential food items, authorities have deployed several regulatory measures. Prior to permitting imports, the government placed a complete ban on sugar exports to preserve domestic stock reserves.
To further bolster market supply, approval was granted for importing 10 lakh tonnes of raw sugar without import duties. Additionally, stock holding limits for bulk buyers, large distributors, and commercial consumers were tightened to prevent hoarding and reduce artificial scarcity in local markets.
