Bihar's Kushal Yuva Program, or KYP, is being run by the state government to make young people job ready, and in districts like Begusarai the registration process itself has been kept fast and simple. Anyone who walks into the District Registration cum Counselling Centre, known as DRCC, with the correct papers can usually finish the registration in just 5 to 10 minutes. The scheme has been part of former Chief Minister Nitish Kumar's Saat Nischay Yojana, which makes it all the more important for interested candidates to know exactly which documents they need before they show up.
What documents are needed for registration
Staff handling KYP verification at the Begusarai DRCC explained that a residence certificate is the first document every applicant must carry. An Aadhaar card comes next as the second required paper. The third document is the matriculation or intermediate marksheet and certificate, whichever level matches the candidate's actual educational qualification. Finally, applicants also need to bring a bank passbook along with one passport size photograph. When all four of these documents are in order, an applicant is typically enrolled into the scheme within 5 to 10 minutes.
Having every document ready in advance also helps applicants avoid repeated visits to the DRCC office, since a single visit with the complete paperwork is usually enough to finish the entire registration.
Where and when to apply
The facility to apply and get verified is available at DRCC offices across every district of Bihar. Candidates can walk in any time between 10 am and 4 pm to complete their registration. Carrying all the required papers on the first visit saves time, since verification is generally completed on the spot.
Open to youth aged 15 to 28, with relaxation for some categories
The Kushal Yuva Program is counted among the Bihar government's more ambitious schemes, built specifically to prepare young people for employment. It is primarily meant for youth in the 15 to 28 age group. At the same time, candidates from Scheduled Caste, Scheduled Tribe, Backward Class and differently abled categories are given age relaxation as per the rules laid down for them, so that a wider pool of young people can benefit from the program.
A three month training built around three key courses
KYP is part of the Bihar government's Aarthik Hal, Yuvaon Ko Bal program as well as its 7 Nischay scheme, and it is run as the flagship initiative of the Bihar Skill Development Mission. It is structured as a three month skill training program that teaches young people the essential skills tied directly to employability.
Three main courses are conducted under the program. The first is BS-CIT, or Bihar State Certificate in Information Technology, which covers basic computer knowledge along with training in Windows, MS Office, internet use and email. The second is BS-CLS, or Bihar State Certificate in Language Skills, which builds communication ability in both Hindi and English. The third is BS-CSS, or Bihar State Certificate in Soft Skills, which trains candidates in personality development, behaviour, workplace soft skills and professional etiquette.
Training is free, but a refundable 1000 rupee deposit applies
The entire KYP training is offered free of cost so that financial constraints do not stop any young person from taking part. However, a refundable amount of 1000 rupees has to be deposited at the time of enrollment, and this amount is returned once the specified conditions are met. The full course runs for a total of 240 hours, split as 120 hours for BS-CIT, 80 hours for BS-CLS and 40 hours for BS-CSS.
