According to the budget circular 2027-28 issued by the Department of Economic Affairs, the pre-budget meetings chaired by the expenditure secretary will officially begin on October 12, 2026. Financial advisors have been directed to ensure that all necessary and accurate data is properly uploaded into the Union Budget Information System by or before October 6, 2026. These detailed consultative sessions involving various ministries and departments will run continuously from October 12 through mid-November 2026.
Milestones for Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman
The official budget documentation mandates that hard copies of data in the prescribed format must also be submitted for verification purposes. This upcoming financial blueprint marks the fourth budget under the third term of the government led by Prime Minister Narendra Modi, while serving as the historic tenth consecutive budget presented by Finance Minister Nirmala Sitharaman. The circular notes that once the pre-budget consultations conclude, the budget estimates for 2027-28 and revised estimates for 2026-27 will be provisionally finalized.

The department's circular elaborates that following extensive discussions during the pre-budget rounds, participating ministries and departments will be notified of their preliminary expenditure ceilings. The final spending limits will be determined keeping the government's fiscal priorities and revenue projections in view. Based entirely on these finalized expenditure caps, the upcoming annual financial statement will be drafted and given its final shape after consultations with all key stakeholders.
