Environmental regulators have initiated decisive preventive measures across the National Capital Region to counter the seasonal deterioration of air quality. The move followed a dip in air quality on Wednesday, when the urban air quality index reached 129, placing the atmosphere in the moderate bracket. Rather than waiting for pollution levels to escalate into hazardous territory, the Commission for Air Quality Management endorsed revised regulations under the Graded Response Action Plan, enabling restrictions to be activated in advance based on weather forecasts.
Phased Rollout Aligned with Winter Action Plan
The regulatory blueprint operates in distinct phases, with key operational curbs rolling out across milestones on October 1 and November 1. This structured schedule is designed to arrest pollution spikes before they take hold while sparing commuters from the confusion of abrupt stage-by-stage transitions. Operating in tandem with the state government's broader winter action plan, routine activity curbs will span from October 1 to February 28, with the most rigorous round of restrictions concentrated between November 1 and January 31.
Immediate Fuel Restrictions and Vehicle Enforcement
On-road enforcement targets high-emission transport through immediate checks and significant financial penalties. Motorists operating vehicles without a valid Pollution Under Control Certificate risk facing fines of up to 10,000 rupees. Simultaneously, as of October 1, fuel stations across the capital region are barred from dispensing fuel to any vehicle that lacks a valid PUCC.
Between November 1 and January 31, stricter entry and operational bars will disallow BS-IV and older petrol and diesel personal vehicles from operating in the region. Only vehicles meeting BS-VI emission benchmarks, alongside CNG and electric powertrains, will retain full access. Beyond vehicular traffic, officials have increased surveillance against the unauthorized operation of diesel generators and mandated strict adherence to dust-suppression guidelines at construction and demolition locations.
Long-Term Registration Bans Across Vehicle Classes
A structured multi-year roadmap has been charted to transition the region away from internal combustion engines. For light vehicles weighing under 3,500 kg, new registrations of petrol, diesel, or CNG models will cease entirely in Delhi starting January 1, 2027, with the same moratorium expanding to Gurugram and Noida on July 1, 2027.
Vehicles in the 3,500 kg to 7,500 kg bracket will face an exclusive EV registration mandate taking effect in Gurugram, Faridabad, Sonipat, Ghaziabad, and Noida on July 1, 2028, before covering the rest of the NCR on January 1, 2029. Three-wheeler passenger transport will follow an identical path: fresh auto registrations will be confined solely to electric autos in Delhi from January 1, 2027, expanding to five major NCR districts on January 1, 2028, and covering remaining regional districts by January 1, 2029.
Commercial fleet networks face parallel structural overhauls. Starting January 1, 2027, app-based cab aggregators and e-commerce delivery logistics operators will be prohibited from adding conventional petrol or diesel vehicles to their existing fleets. Personal mobility will also transform, as two-wheeler registrations will be reserved exclusively for electric variants starting April 1, 2028.
Freight Logistics and Public Transit Clean-Up
Heavy and medium commercial shipping faces streamlined access controls. Beginning November 1, 2025, commercial freight carriers entering the capital must run on CNG, LNG, or electric propulsion, with BS-IV trucks receiving a temporary transition window that expires on October 31, 2026.
Interstate passenger connectivity will adapt under new fleet mandates taking effect on November 11, 2026, after which external buses entering Delhi must comply with CNG, electric, or BS-VI engine standards, though Delhi-registered buses retain an exemption. Moving forward, the Delhi Transport Corporation and the state transport department will exclusively procure electric buses for all future intra-state public transit additions.
