The Election Commission of India has officially initiated the Special Intensive Revision (SIR) campaign in the state of Karnataka. After a long wait of nearly twenty years, the state is experiencing a large-scale voter list verification program of this magnitude. This crucial initiative is part of Phase III of the nationwide special intensive revision drive, designed to clean up and update the electoral rolls. The primary goal of this extensive campaign is to ensure the absolute accuracy of the voter registry, remove duplicate listings, and guarantee that every eligible citizen is correctly represented in the official voter records.
The Evolution of the Special Intensive Revision Campaign
The structured campaign by the Election Commission of India is being systematically rolled out across various parts of the nation. Before implementing this verification process in Karnataka, the election authorities successfully executed the first and second phases (Phase I and Phase II) of this comprehensive program during the year 2025. Those initial rounds covered a total of nine states and three union territories across the country. The drive has now advanced to Phase III, bringing the critical door-to-door voter verification process to Karnataka. This is not an isolated exercise, as similar enumeration activities under Phase III are simultaneously underway in other key regions, including Delhi, Meghalaya, Maharashtra, and Jharkhand.
Crucial Dates for Voter List Verification and Final Publication
The Election Commission of India has outlined a strict schedule to ensure the verification process is completed efficiently. The door-to-door physical verification conducted by Booth Level Officers (BLO) commenced on June 30 and is scheduled to run through July 29. During this month-long field exercise, officials will gather data directly from households. Following the completion of this field collection, the authorities will process the data and release the draft electoral roll on August 5. This publication will give citizens an opportunity to inspect the initial draft and raise any necessary claims or objections. After resolving all discrepancies and processing corrections, the final, completely updated voter list will be officially published on October 7.
Step-by-Step Guide to Filling the Enumeration Form Online
To make the verification process highly convenient, the Election Commission of India has enabled a simple online portal for submitting the required details. Residents who wish to update their records from the comfort of their homes can follow these sequential steps.
- Step 1: Open your web browser on a computer or mobile device and go to the official portal at voters.eci.gov.in. Locate the section dedicated to the Special Intensive Revision (SIR) 2026.
- Step 2: Once on the homepage, click on the option labeled "Fill Enumeration Form" to begin the application.
- Step 3: Next, you will need to sign up or log in using your active mobile number. After entering your number, you will receive a secure One-Time Password (OTP). Enter the OTP to complete the verification process.
- Step 4: Fill in all the required personal details on the form, including your exact name as spelled on your voter ID card, your EPIC number if available, date of birth, gender, mobile number, current residential address, and your assembly constituency details.
- Step 5: Carefully check and compare the entered information with the existing voter list records on the screen. If you spot any spelling mistakes or incorrect details, correct them immediately.
- Step 6: After ensuring all details are perfectly accurate, submit the form. Upon successful submission, an acknowledgement receipt will be displayed on the screen. Download and save this acknowledgement as an image for future reference.
The Offline Verification Method via Booth Level Officers
For citizens who do not have easy internet access or prefer the traditional offline method, the election authorities have arranged for direct door-to-door assistance. From June 30 to July 29, BLOs will be actively visiting residential addresses across all areas in Karnataka. These visiting officers will distribute the physical enumeration forms directly to residents. If you are at home during their visit, you can fill out the form by hand and hand it back to the officer on the spot. When you submit your physical form to the BLO, they will retain one copy for administrative updates and provide you with a signed acknowledgement on the second copy. It is highly recommended to keep this signed receipt safe as proof of your submission.
Important Rules for Newly Eligible First-Time Voters
The ongoing verification drive includes specific guidelines for young and newly eligible voters. Citizens who turned 18 years old in the year 2026 and registered after the close of the regular voter registration window will not be issued a standard enumeration form. This is because the current SIR program is strictly designed to verify individuals who are already registered on the 2025 electoral roll. However, these new applicants do not need to worry. Once the current intensive revision cycle concludes, the Election Commission will open a dedicated claims-and-objections window. During this subsequent period, newly eligible voters can submit Form 6 to secure their inclusion in the official voter list.
