Responding to the queries, Chief Minister Sukhvinder Singh Sukhu clarified that the existing framework of employing manpower through third-party contracting firms has been operational since the tenure of former Chief Minister Prem Kumar Dhumal. The Chief Minister affirmed that the state administration is currently evaluating options to formulate a comprehensive policy for outsource employees to address their long-term stability.

Addressing a question tabled by Karsog BJP MLA Deep Raj concerning alleged minister recommendations for outsource placements, the Chief Minister explained that job vacancies under the system are formally advertised. He noted that empanelment norms established under the previous administration had only been refined with minor procedural updates by the current government. Rejoining to remarks by the Leader of Opposition, Chief Minister Sukhu assured the House that personnel who were let go after the Covid pandemic would be provided re-engagement on an outsource basis, regardless of their political affiliations.
Constitutional Concerns and Strict Merit Enforcement
Participating in the debate, BJP MLA Hans Raj questioned the legal sustainability of outsource hiring, asserting that contractual placements violate the core tenets of the Constitution and infringe upon the fundamental right to equality. He further raised doubts on whether statutory reservation benefits could effectively be extended under outsource frameworks. Replying to these constitutional concerns, Chief Minister Sukhvinder Singh Sukhu declared that the government would enforce a strict zero-tolerance policy against political recommendations. He emphasized that recommendations from any authority, including Cabinet Ministers or the Assembly Speaker, will not be accepted, and all future recruitments will be decided solely on the basis of candidate merit.
