According to security officials, these coordinated raids targeted suspected terror associates and facilitators in key districts, including Shopian and Kulgam. The Counter-Intelligence Kashmir operates as a highly specialized unit within the Jammu and Kashmir Police force. Over the recent months, this wing has significantly scaled up its intelligence-led operations to neutralize active terror modules, disrupt radicalization efforts, and choke illicit funding channels. Sunday's targeted actions in Shopian and Kulgam highlight CIK's strategic shift toward dismantling the digital and logistical support systems that keep terror networks functional. A primary focus of these operations is tracking individuals and groups utilizing stealthy, hidden messaging applications to coordinate activities.
Cracking Down on Encrypted Communication Channels
Earlier this year, the CIK conducted a series of highly synchronized raids spanning six crucial districts of the valley, which included Srinagar, Budgam, Avantipora, Pulwama, Kupwara, and Shopian. This major operation revealed that local suspects were maintaining persistent contact with cross-border terror handlers. To avoid detection by security forces, these individuals relied on highly secure, encrypted messaging software. During those raids, investigators seized a substantial number of digital devices and communication logs, which were subsequently analyzed to map out the intricate network of connections between local facilitators and external handlers.
Dismantling the Jaish-e-Mohammed Recruitment Network
In July 2026, the CIK achieved a major breakthrough by successfully neutralizing a local recruitment and sleeper cell network operated by the Pakistan-based terror outfit Jaish-e-Mohammed. This particular module, managed by handlers sitting across the border, was highly active in several areas of the valley, including Pulwama, Ganderbal, Srinagar, and Budgam. During that operation, the special wing raided ten distinct locations to disrupt a gang that was actively taking instructions from a cross-border commander. The primary objective of this intervention was to prevent local youths from being lured into active sleeper cells, which receive continuous backing from terror networks based across the Line of Control (LoC).
Neutralizing Inmate Communication Networks in Jails
Beyond street-level operations, the CIK has also successfully targeted illicit communication networks operating from within the prison system. Through coordinated interstate and jail network intelligence operations, the agency dismantled communication channels linking inmates to external elements. Raids were conducted inside the Anantnag District Jail, as well as similar correction facilities in Kulgam, Udhampur, and Jammu city. These actions were initiated after the intelligence wing detected suspicious technical signatures emanating from within the prison barracks. Armed with search warrants, teams recovered numerous mobile phones, active SIM cards, and tablets, thereby neutralizing the capability of detained suspects to influence external operations.
