A major breakthrough has emerged in the ongoing probe into the Jharkhand Staff Selection Commission Combined Graduate Level (JSSC-CGL) examination paper leak and recruitment irregularities. Investigators from the Crime Investigation Department (CID) have apprehended a key suspect in Deoghar who previously served as a clerk in the Ranchi Secretariat. During the raid at Baidyanathpur Bandha, officers seized original educational certificates, signed bank cheques, and other sensitive financial documents belonging to candidates. The recovery points toward an organized illegal network that had allegedly promised to secure government appointments for approximately two dozen job seekers in exchange for substantial financial payments.
Raid in Deoghar and Seizure of Documents
Acting on targeted intelligence, the CID team conducted a raid in the Baidyanathpur Bandha locality of Deoghar district to nab the suspect. The arrested individual had prior administrative access due to his former tenure as a clerk in the state secretariat in Ranchi. From his possession, investigators retrieved a stash of candidates' original marksheets, degree certificates, and blank cheques. Detectives are currently analyzing these documents to establish the identities of the candidate owners and to determine whether these records were collected as collateral to guarantee payments once candidate selection was confirmed.
Uncovering the Two-Dozen Candidate Network
Preliminary findings from the CID indicate that the suspect was operating a job-guarantee network targeting around two dozen examinees. Interrogators are questioning the former clerk to ascertain whether his function was restricted to acting as a middleman collecting documents and money, or if he actively participated in procuring leaked test materials and drafting answer keys. Financial forensic teams are tracing associated bank accounts to map the exact money flow and establish how much cash changed hands prior to the exam date.
The Hazaribagh Rote Learning Assembly
The investigation has also uncovered a massive operation in Hazaribagh district, where approximately 1,200 examination candidates were gathered at a central facility shortly before the test. According to investigators, these candidates were systematically drilled to memorize leaked test questions and their respective correct answers word for word. CID is now working to identify the facilitators who organized the logistics and boarding for 1,200 people, as well as the source that leaked the finalized answer keys to the Hazaribagh location.
Total Arrests Reach 31 Across JPSC and JSSC-CGL Probes
Statewide enforcement against recruitment malpractice across both Jharkhand Public Service Commission (JPSC) and JSSC-CGL examinations has led to a total of 31 arrests by the CID. The custody list includes government officials, departmental clerks, private examination agency personnel, recruitment brokers, and successful candidates who used fraudulent means. Specifically, 11 candidates have been arrested in the second phase of the JSSC-CGL investigation, while 20 individuals have been detained in connection with the JPSC recruitment case.
Expanding Investigation Scope and Mastermind Hunt
With the Deoghar arrest, the CID has broadened its inquiry beyond the initial leak to cover candidate sourcing, document impounding, financial trail verification, and the organized coaching bootcamps held in Hazaribagh. The recovered cheques and original certificates serve as direct documentary evidence linking candidates to the syndicate. Investigators are focusing on pinpointing the ultimate mastermind behind the paper leak network and ensuring that all beneficiaries of the scam are held accountable.
