Surprise Verification Across 18 Bottling Facilities
The monitoring operation was initiated following directives from Food, Civil Supplies and Consumer Affairs Minister Rizwan Arshad to safeguard public consumer rights. On September 24, 2026, enforcement teams from the Legal Metrology Department conducted surprise visits across 18 LPG bottling facilities located throughout the state. The inspection list encompassed four bottling plants each belonging to public sector majors BPCL, HPCL, and IOCL. The physical examination determined that 1,148 cylinders, representing approximately 75 percent of the total sample, met or exceeded the mandated quantity. Consequently, the Legal Metrology Department registered three official cases and recovered Rs 79,000 in penalties from facilities found breaching packaging regulations. Earlier in September, law enforcement in Surat, Gujarat dismantled an illicit network refilling cylinders directly from transport tankers, resulting in the arrest of nine individuals.

Reviewing the comprehensive operational findings from the bottling facilities, Minister Rizwan Arshad reiterated that receiving accurate quantities of fuel remains an fundamental consumer entitlement. Under Union Government Notification G.S.R. 359(E) dated June 6, 2013, which amended Rule 18 of the Legal Metrology (Packaged Commodities) Rules, 2011, oil marketing firms and distributor agencies are legally bound to equip every delivery agent with a certified weighing device.
