Following the issues witnessed during last year's monsoon, the municipal corporation had a window of nearly nine months to devise and execute a robust water evacuation plan. To facilitate smooth drainage from the city's main commercial and residential pockets, a drain construction project was initiated. A comprehensive budget estimate of 3 crore 20 lakh rupees was approved for this overhaul. The contract for this major urban project was awarded to HMS Consultant and Company, a firm based in Rewa. Despite having months of dry weather, actual construction work on this critical project was commenced just two months prior to the onset of the monsoon. The slow pace of construction quickly turned into a major headache for the local residents, who are now left dealing with half-completed structures as the rains intensify.

This delay has raised serious questions regarding the selection process and oversight of the municipal body. When such a massive project worth 3 crore 20 lakh rupees is sanctioned, it is crucial to investigate whether the municipal body thoroughly evaluated the contractor's past execution record and technical capabilities. In many large-scale public works, major construction firms secure tenders through administrative connections and then sub-contract the actual physical execution to smaller, local agencies under a "petty system." This practice of sub-leasing public projects not only degrades the overall quality of construction but also leads to massive delays because the secondary contractors often lack proper machinery and skilled labor. The Balaghat drainage project seems to have fallen victim to a similar arrangement, leaving the public to bear the consequences.

Hazardous Half-Dug Canals Threaten Public Safety

Ideally, a critical rainwater management project of this scale should have been fully functional before the wet season arrived. However, the executing agency lacked the necessary equipment and manpower to maintain a steady workflow, resulting in erratic progress where work would stop for days on end. According to local residents, there has been absolutely no activity at the construction sites for the past 15 days. With the rains now active, people are afraid of stepping out of their houses due to safety hazards. There is a constant fear that the waterlogged soil near the dug-up areas might cave in, causing unsuspecting pedestrians to fall into exposed iron rods and open pits. At Hanuman Chowk and several other busy intersections, deep trenches have been dug right in the middle of the roads and left half-finished, posing a severe threat of road accidents.

Political Backlash and Official Action Against Delays

The prolonged civic crisis has sparked a political row, with local MLA Anubha Munjare raising serious questions over the integrity of the municipality's drainage initiative. She criticized the extreme delay and openly alleged corruption in the execution of the public works. The MLA warned that if immediate relief is not provided to the suffering citizens of Balaghat, she will lead a public protest and stage a sit-in. To prevent such issues in the future, she demanded the implementation of stricter regulations to curb the arbitrary behavior of private contractors. Additionally, she stated her intention to formally escalate this matter of negligence and suspected corruption to the Urban Administration Minister in Bhopal. Responding to the mounting criticism, the municipality CMO Surya Prakash Uke stated that the administration has penalized the construction firm with a financial fine for its slow progress and has issued strict directives to expedite the remaining work.
