INDIA Bloc Delegation Meets Manipur Governor, Demands Central Intervention Amid Ongoing Violence

An INDIA bloc delegation led by former Chief Minister Okram Ibobi Singh met Manipur Governor Ajay Kumar Bhalla to press for immediate central intervention amid continuing violence, arson, and killings in the state.

An opposition delegation belonging to the INDIA bloc met Manipur Governor Ajay Kumar Bhalla on Wednesday to press for immediate central intervention in the wake of the worsening law and order situation across the state. Led by former Manipur Chief Minister Okram Ibobi Singh, the delegation submitted a detailed memorandum at Lok Bhavan, drawing attention to recent deadly incidents in border districts such as Ukhrul and Kamjong, including the violent clashes and killings at Nongshum and Khamenlok.

Appealing to Constitutional Authority and Coordination

The visiting leaders urged Governor Bhalla to utilize his constitutional responsibilities as the representative of the President to guide the state administration effectively. They emphasized the urgent need for close coordination with the Prime Minister's Office and the Union Ministry of Home Affairs to restore normalcy. Highlighting the ongoing violence, arson, and killings that continue to plague regions like Kamjong, the delegation called for a unified and robust response from both state and central security apparatuses.

Shifting Conflict Dynamics and Targeted Violence

Speaking on the evolving nature of the unrest, Manipur Pradesh Congress Committee president Okram Ibobi Singh noted that the conflict has continuously shifted from Meitei-Kuki and Naga-Kuki confrontations to targeted killings of Meitei individuals by Kuki militants. Echoing these concerns, Keisham Meghachandra Singh, the Leader of the Congress Legislature Party in the Manipur Assembly, took to social media to question the administration's resolve. He publicly asked how many more innocent lives must be lost before authorities take decisive action against armed factions.

Demanding Accountability and Review of Security Rules

Keisham Meghachandra Singh also raised serious questions regarding the enforcement of ground rules, demanding that both the central and state governments clarify what punitive measures will be taken against armed groups found violating the Suspension of Operations agreements. He called for a comprehensive review of the functioning and enforcement of these arrangements. Furthermore, he demanded an independent investigation into alleged security lapses and an evaluation of the role and operational effectiveness of the Assam Rifles in vulnerable areas, insisting that accountability must be enforced wherever failures are established.

The Plight of Displaced Persons and the Quest for Peace

More than three years after the initial outbreak of ethnic violence, lasting peace remains elusive in the region. Thousands of internally displaced persons continue to languish in relief camps, unable to return to their native homes safely and with dignity. Expressing deep frustration over the lack of administrative accountability, leaders demanded a concrete, time-bound roadmap focused on peacebuilding, comprehensive rehabilitation, and the safe return of displaced citizens, alongside the strict enforcement of the rule of law.

Seeking Direct Engagement with the Prime Minister

In addition to their discussions with the Governor, the delegation formally requested assistance in arranging a meeting with Prime Minister Narendra Modi. The members asserted their willingness to bring critical issues affecting Manipur directly to the central leadership, expressing concern that the incumbent state government might be hesitant to raise pressing grievances. Stressing that hollow announcements cannot replace genuine security, the delegation maintained that the people of Manipur deserve justice, protection, and accountability.

Things are so out of hand in Manipur that they had to meet the Governor, but who is actually going to guarantee public safety?

Rohan, Ibobi Singh's point about the conflict shifting to targeted killings is genuinely terrifying.
