A high-profile legal case has emerged in Shimla, where a senior police official is facing serious allegations of fraud, financial irregularities, and the misuse of official funds. A formal First Information Report has been registered at the Sadar police station under various provisions of the Bharatiya Nyaya Sanhita against the Indian Police Service officer. Authorities are currently conducting a detailed investigation into the matter to ascertain all the facts.
Constable Spent Personal Savings for Official Duties
The controversy stems from a complaint filed by a constable stationed at the Kaithu police lines. During the years 2024 and 2025, the constable was assigned the responsibility of procuring essential items and managing various administrative arrangements for official duties. At the time, assurances were given that any personal money spent on these arrangements would be promptly reimbursed. Acting on this, the constable spent a total of 1,87,890 rupees from personal resources, procured the required materials, and submitted the corresponding bills to the office. Following due verification, these bills were officially cleared for payment.
Voucher Signatures Did Not Lead to Payment
According to the complainant, the situation took a troubled turn on February 6, 2026, when the then Senior Superintendent of Police summoned the constable to sign specific payment vouchers. The official assured the staff member that signing was a mandatory procedural step required to finalize the payout and that the approved funds would be credited shortly. However, the complainant alleged that the money was never received despite completing the signatures. When the constable checked with the accounts branch in July 2026, records revealed that the designated funds had already been withdrawn from the official account but were never credited to the personal bank account, forcing the constable to arrange private funds to clear personal debts.
Unauthorized Fund Withdrawals and Record Verification
Subsequent audits of financial records following the complaint exposed an alleged unauthorized withdrawal of approximately 2,35,000 rupees from a district police fund over a span of two years. Investigators found that when the senior official was transferred from Shimla, the official fund faced a shortfall, which was allegedly covered by diverting the constable's approved bill amounts back into the pool instead of releasing them to the staff member. Preliminary examination of financial documents revealed clear indications of document tampering, fund misuse, and fraudulent practices, prompting the registration of the formal case under sections 316(5), 314, 318, 336, and 340 of the Bharatiya Nyaya Sanhita. The investigation remains ongoing as authorities continue to collect and verify evidence.
