In an effort to expand addiction recovery infrastructure across western Meghalaya, the state administration has launched the first government-supported substance rehabilitation facility in the Garo Hills area. Chief Minister Conrad K. Sangma, joined by local legislator Subir Marak, formally inaugurated the Sewa Inland DREAM Rehabilitation Centre at Gambagre in South West Garo Hills on Tuesday. This commissioning expands Meghalaya's rehabilitation network to 15 operational centres, marking a significant increase from the nine facilities functioning prior to the rollout of the state's DREAM Mission. Ten of these operating units currently receive public support, with additional facilities undergoing planning.
New Operating Standards to Govern Care and Accountability
Alongside the facility's opening, authorities unveiled Meghalaya's inaugural comprehensive Standard Operating Procedures (SOPs) designed for addiction treatment institutions. The regulatory framework institutes enforceable benchmarks for clinical care and administrative accountability across both state-funded and independent facilities. These protocols govern client admissions, discharge formalities, case documentation, counseling sessions, premises safety, and personnel obligations, placing strong emphasis on safeguarding the dignity of individuals undergoing therapeutic care.
Reflecting on administrative priorities since 2018, Sangma explained that policy design has shifted away from isolated welfare schemes toward addressing collective community demands. He stated,
“When we took over in 2018, our thought process was not driven by government programmes and schemes. Our thought process was driven by a stakeholder approach.”He identified youth, women, and farming communities as central groups steering this governance model.
Creative Outlets and Library Upgrades to Steer Youth Away From Addiction
Addressing the broader fight against substance dependence, the chief minister remarked that physical rehabilitation clinics cannot resolve the crisis in isolation without viable, wholesome pursuits for youth. He urged expanded investments into community music programs, sporting venues, reading spaces, and civic events to shield youngsters from drug exposure and chronic screen dependency.
As part of this initiative, Sangma instructed local authorities to modernize the District Library in Tura into a welcoming environment tailored for young readers. Underscoring the protective role of educational spaces, he noted,
“A library is not just a building with books; it is a space that can save a child from mobile addiction and from substance abuse.”The administration intends to replicate this civic hub concept in district libraries across Meghalaya to offer structured youth engagement.
Inter-Departmental Collaboration and Repurposing Infrastructure
Sangma emphasized the institutional cohesion achieved through the DREAM Mission, introduced on June 26, 2023, which unifies healthcare, law enforcement, education, and social welfare departments with local communities. Documenting the milestone on wrote on X, he underscored how civic groups and administrative bodies are partnering directly to confront illicit drug networks.
The Gambagre rehabilitation complex was created by refurbishing a previously vacant Tribal Girls’ Hostel. Government planners noted that repurposing underutilized public buildings circumvents contentious land acquisition issues while dramatically accelerating project delivery timelines. The new facility is structured to operate in tandem with the Detoxification Centre at Tura Civil Hospital. While the hospital continues to manage acute medical stabilization, the Gambagre campus will deliver sustained psychosocial rehabilitation and residential therapy. Operational duties will be led by Sewa Inland, a faith and community-oriented organization working with government logistical and financial backing.
Digital Portals, Prevention Modules, and Enforcement Tools
To assist families navigating addiction treatment, the state launched the Recovery Tracker Portal, which offers transparent, real-time tracking of available rehabilitation beds. Parallel initiatives include the forthcoming DREAM Solace Home halfway facility, school-level preventive training under the NAVCHETNA program, and a widespread substance use study conducted alongside Sankardev College. Law enforcement capabilities have simultaneously expanded with the addition of a specialized six-dog Narcotics K9 Unit.
During his regional visit, the chief minister also inspected the Maternity and Child Hospital in Tura, commending sanitation standards and directing staff to add comfort amenities, such as air-conditioned patient suites, while remaining within financial allocations. Regarding post-delivery recovery, he remarked,
“After so much physical strain and trauma they go through, we can at least provide them comfort.”
