The Mizoram government has granted official clearance to 11 applicants to manufacture local fruit beer within the state. This initiative follows a thorough examination of proposals under the provisions of the Mizoram Liquor (Prohibition) Amendment Act, 2025. The decision was formalized during a Selection Committee meeting convened at the Chief Minister's office in Aizawl, presided over by Chief Minister Lalduhoma. Excise & Narcotics Minister Lalnghinglova Hmar also attended the session, which examined licensing applications for setting up wineries and manufacturing fruit-based beer.
Application Evaluation and Selection Outcomes
In total, the government received 99 applications, comprising 96 requests for manufacturing local fruit beer and 3 proposals for establishing wineries. Following structured candidate interviews and field inspections of proposed manufacturing sites wherever feasible, the committee approved 11 applications for fruit beer production. An additional 13 applicants were granted extra time to undergo further detailed scrutiny. To allow more prospective entrepreneurs to participate in the initiative, the committee also resolved to extend the overall application window.
Selection Criteria and Focus on Agriculture
The evaluation framework assessed candidates across parameters such as food safety compliance, availability of specialized processing equipment, technical capability, financial viability, and the capacity to absorb fruits and agricultural goods grown within Mizoram. Chief Minister Lalduhoma stated that the core objective of the program is to deliver direct economic benefits to local farmers by expanding commercial avenues for their produce at remunerative market rates. He urged manufacturers to adopt modern fruit processing technologies, strictly comply with established food safety regulations, and prioritize public health protection at every stage of production.
Capacity Building and Standard Operating Procedures
To support operational readiness, the government proposed structured training modules for the selected manufacturing units. Emphasizing closer integration between local farmers and processors, the committee recommended inter-unit visits among approved manufacturers to facilitate knowledge exchange and industry best practices. Additionally, the Selection Committee advised framing a detailed Standard Operating Procedure (SOP) to govern all license holders operating under the state's new regulations.

The Mizoram Assembly enacted the Mizoram Liquor (Prohibition) Amendment Act on March 10, 2025, overcoming political opposition during its passage. The updated legislation authorizes the commercial production, distribution, and sale of wine and local beer derived exclusively from state-grown agricultural and horticultural produce. This legislative shift comes five years after the previous Mizo National Front administration implemented a comprehensive prohibition regime in 2019. Beyond local fruit alcohol, the amended law mandates special permits enabling domestic tourists and visiting foreign dignitaries to possess and consume India-Made Foreign Liquor (IMFL), while introducing Red Card permits for individuals requiring alcohol for verified medical grounds.
