Obtaining a driving license is set to become a more rigorous process as authorities move to tighten norms and eliminate shortcuts. The Ministry of Road Transport and Highways has introduced a new proposal aimed at making the mandatory online testing system more demanding. Under these updated guidelines, passing the online examination associated with safe driving courses will require a significantly higher level of proficiency from every applicant.
Changes to the Online Curriculum and Test Duration
According to the draft amendments issued by the Ministry of Road Transport and Highways for the Central Motor Vehicles Rules, the safe driving online course will last for at least 30 minutes. Furthermore, the timeframe allowed to complete this requirement has been extended from the previous 7 days to 15 days, giving candidates ample time to absorb the material before taking the assessment.
Higher Passing Marks for Learning Licenses
Under the existing Central Motor Vehicles Rules, candidates needed to secure 60 percent marks to successfully pass the online test for a learning license. The ministry has now proposed raising this threshold to 75 percent. The underlying objective of this revision goes beyond simply making the test harder; the government aims to instill a robust and fundamental understanding of road safety among all new drivers.
Core Topics Covered in the Training
The officially issued safe driving tutorial encompasses critical topics such as traffic signs, road rules and regulations, the responsibilities of a driver following an accident, and the essential documents required while operating a motor vehicle. By emphasizing these subjects, the authorities intend to build safety awareness rather than just focusing on clearing an examination.
Fee Waivers and Processing Timelines for Aadhaar Services
The draft also proposes fee concessions for select driving license-related services provided through Aadhaar-authenticated online platforms. Additionally, applications submitted for modifications to details recorded on a license must be decided within 15 days. If an application is rejected, the authorities must provide valid reasons for the refusal. Moreover, the proposal includes waiving the fees currently charged for updating names and addresses on licenses.
Accepted Documents and PVC Card Mandates
Under the provisions of the draft, accepted documents for verifying identity, age, and residence will include Aadhaar, passports, voter identity cards, e-ration cards, and birth certificates. In addition, every newly issued and renewed driving license is proposed to be provided in the form of a laminated or PVC card under Form-7. The ministry has invited objections and suggestions from all concerned stakeholders regarding these draft rules within a period of 30 days.
