Civil services topper from the 2021 examination batch, Ishita Rathi, has officially assumed office as the Additional Deputy Commissioner (Administration) in the district of Jammu. The 2022-batch officer belonging to the AGMUT cadre was assigned this crucial administrative role following a recent structural bureaucratic reshuffle. Prior to this transfer, she served as the District Collector in Karaikal within the Union Territory of Puducherry, where her governance and public outreach initiatives garnered substantial recognition.
New Administrative Responsibilities in Jammu
Hailing from the Baghpat district of Uttar Pradesh, Ishita Rathi has built a professional reputation around strict governance and practical public administration. Following her formal assumption of duties in Jammu, residents and administrative observers anticipate an acceleration of development works and enhanced administrative transparency. Her transition from Puducherry to Jammu and Kashmir marks a key strategic placement within the Union Territory cadre, aimed at leveraging her governance experience in a high-priority administrative hub.
Geographic Gap Closes from 3,271 Kilometers to 3.5 Hours
The reassignment represents a major milestone in her personal life alongside her career. Her husband, celebrated 2022-batch officer Ravi Sihag, is stationed as the Additional Deputy Commissioner in the nearby border district of Rajouri in Jammu and Kashmir. Following their marriage, the two civil servants had been enduring an arduous inter-state separation of around 3,271 kilometers, as Ravi Sihag was initially allotted the Madhya Pradesh cadre while Ishita Rathi was deployed in the southern territory of Puducherry.
Taking recourse to civil service cadre rules governing married couples in all-India services, Ravi Sihag secured a formal cadre transfer to AGMUT on marriage grounds. With Ishita Rathi now posted to Jammu and Ravi Sihag positioned in Rajouri, the geographic expanse separating the couple has shrunk to roughly 140 kilometers. This manageable stretch requires approximately 3.5 hours of road transit, completely bridging the extensive geographic divide that previously separated their work stations.
Upbringing Rooted in Law Enforcement Service
A significant bedrock of Ishita Rathi's professional achievements stems from the structured discipline instilled by her family background. Originating from Baghpat in western Uttar Pradesh, her household has long-standing ties to uniformed law enforcement and public security agencies. Her mother, Meenakshi Rathi, is an Assistant Sub-Inspector (ASI) serving in the Delhi Police, while her father, IS Rathi, serves in the same force as a Head Constable. Furthermore, her uncle is positioned in the Central Bureau of Investigation (CBI), creating a domestic environment deeply infused with public duty and institutional discipline.
Clearing UPSC with Rank 8 Purely Through Self Study
Her academic trajectory reflects steady dedication, beginning with her primary and secondary schooling at DAV Public School in Delhi. She subsequently earned a bachelor's degree in Economics Honours from Lady Shri Ram College, followed by a postgraduate master's degree from the Madras School of Economics. Departing from the conventional path of joining commercial coaching academies, she tackled the rigorous syllabus exclusively through structured self-study and deep personal research. Her independent strategy bore fruit during her third competitive attempt, where she secured All India Rank 8 in the 2021 examination.
The Ascent of Ravi Sihag as Hindi Medium Topper
Parallel to her journey, the trajectory of her spouse Ravi Sihag remains a standout narrative within civil service examinations. Growing up in an agrarian home in a small village within Rajasthan's Sri Ganganagar district, he spent his youth actively assisting his father in routine agricultural labor. Defying conventional assumptions surrounding language barriers in elite examinations, he prepared for the competitive selection entirely in the Hindi medium. Across four determined attempts, he steadily persevered to secure All India Rank 18 in the UPSC 2021 examination, emerging as the premier Hindi-medium candidate in the country.
