A senior bureaucrat from the Assam-Meghalaya cadre, Varnali Deka, has been selected to head a crucial administrative post as Joint Secretary within the National Health Authority. Operating under the Department of Health and Family Welfare, this central assignment carries a combined tenure of five years, scheduled to run until August 28, 2030, or until further government directions. She takes over the post from Jyoti Yadav, an officer belonging to the 2009 batch from the Uttarakhand cadre.
Cabinet Committee Approves Major Administrative Reshuffle
The appointment received formal clearance from the Appointments Committee of the Cabinet as part of an extensive bureaucratic reshuffle involving 27 postings at the Joint Secretary or equivalent rank. According to notification details released by the Department of Personnel and Training on October 10, the wide-ranging administrative changes span numerous ministries, public departments, and governmental bodies.
Officers selected in this batch are placed at Level 14 in the official Pay Matrix. The reassignments distribute administrative authority across critical portfolios, including health and family welfare, home affairs, corporate affairs, commerce, financial services, culture, urban development, road transport and highways, social justice, and water resources.
Central Deputation and Prior Central Ministry Roles
Deka, who entered the Indian Administrative Service in 2009, has been on central deputation since August 2025, when she began working as a Director within the Ministry of Tribal Affairs. Immediately before her transition to the Union administration, she handled responsibilities as Commissioner and Secretary in the Assam government's General Administration Department.
Distinguished State Track Record Across Assam
Throughout her career in Assam, Deka built comprehensive grassroots administrative experience by serving as Deputy Commissioner across five separate districts: Kokrajhar, Barpeta, Goalpara, Golaghat, and Nalbari. She also headed urban planning and execution as Vice-Chairperson and Chief Executive Officer of the Guwahati Metropolitan Development Authority.
Her governance background extends into social welfare and public development initiatives. She led several flagship programs as Mission Director, including the Pradhan Mantri Awas Yojana (Urban), the Assam State Rural Livelihood Mission, and the Assam Skill Development Mission. Additionally, she managed secretarial responsibilities across Assam's Skill and Entrepreneurship Development, Health, and Urban Development departments.
