He described it as a step towards a 'Developed Uttar Pradesh'.

With this resolve, he referred to the building of the Dr. Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management in Lucknow, constructed at a cost of over ₹464 crore across an area of more than 22 acres, for the purpose of modern administrative training.
