A political controversy has erupted in Rajasthan's Baran district following the rejection of voter registration applications submitted by the son and daughter-in-law of State Education Minister Madan Dilawar. Sub-Divisional Magistrate (SDM) Anjana Sehrawat rejected the applications of Pawan Dilawar and his wife Hemlata for enrollment in Ward 21 of the Atru Municipality after a ground verification failed to establish their local residence, according to official election procedures.
Thumb Impression Triggers Scrutiny
The matter came to light when Pawan Dilawar and Hemlata submitted forms to register their names on the voter list for Ward number 21 in Atru. Despite both applicants being educated, the submission forms featured thumb impressions instead of standard signatures. While the Booth Level Officer (BLO) initially approved the paperwork and forwarded it up the administrative chain, officials in the upper verification committee grew suspicious over why literate individuals had utilized thumb prints. This red flag prompted senior authorities to order a formal inquiry into the applications.
Failure to Prove Six-Month Residency Requirement
Acting on the suspicions raised by higher administrative levels, SDM Anjana Sehrawat initiated a comprehensive ground investigation to verify the facts. Under established election guidelines, an applicant must provide proof of continuous residence in the specific ward or area for at least six months to qualify for inclusion in the voter registry. The physical verification revealed no valid evidence that Pawan Dilawar and his wife had been residing in Ward 21. Consequently, the SDM formally rejected both registration requests due to non-compliance with statutory residency mandates.

The attempt to secure voter status in Atru is closely linked to upcoming municipal elections where the office of Atru Municipality Chairman has been reserved for the Scheduled Caste (SC) category. Pawan Dilawar was reportedly anchoring his strategy on contesting as a ward councillor from Atru to stake a claim for the chairman position. Intra-party competition has also emerged within the family, as both Pawan Dilawar and his uncle, Kishna Murari Dilawar (brother of Education Minister Madan Dilawar), have submitted applications seeking the Bharatiya Janata Party (BJP) ticket from Ward number 5 of Atru.
Madan Dilawar's Regional Base and Legal Avenues
Underscoring the stakes in the urban local body elections, Education Minister Madan Dilawar has temporarily shifted his focus away from the state capital Jaipur, camping in Kota district for over a week to manage election preparations. Dilawar currently serves as the BJP Member of Legislative Assembly (MLA) representing the Ramganj Mandi constituency in Kota district, but he previously served as the MLA representing Atru, giving his family deep roots in the locality. The rejection of the voter application deals a blow to plans of building a municipal leadership foundation for his son in Atru. However, the applicants retain the right to challenge the SDM's order by filing an appeal before the District Collector.

With municipal elections approaching, opposition party Congress is positioned to leverage the situation against the ruling administration. Education Minister Madan Dilawar was already facing criticism from opposition leaders over issues surrounding the dilapidated infrastructure of state government schools and his controversial public statements. The rejection of voter applications belonging to his immediate family members over procedural lapses adds fresh political momentum to opposition attacks in the region.
