White Paper to Unveil Alleged Resource Loot in Himachal Pradesh
Addressing the upcoming legislative session, Chief Minister Sukhvinder Singh Sukhu urged the opposition BJP to participate in parliamentary debates equipped with verified facts rather than engaging in procedural disruptions. He announced that the state government will soon table a comprehensive White Paper detailing the state's financial condition and asset allocation over past years. The document aims to provide full public transparency regarding how state resources were managed and where losses occurred. Sukhu emphasized that individuals responsible for squandering public assets will face strict legal proceedings, noting that failing to register cases in such instances would amount to a betrayal of public trust. He requested the opposition to present its arguments constructively on the assembly floor while allowing the ruling administration adequate opportunity to present its case.
Recruitment System Overhaul and Crackdown on Exam Paper Leaks
Turning to public employment and competitive examinations, the Chief Minister launched a sharp critique against past recruitment malpractices under the previous administration. He referred to recent directives from the Congress Working Committee emphasizing absolute integrity and fairness in conducting public service examinations. Sukhu questioned why effective enforcement was lacking during previous paper leak episodes under BJP rule. He asserted that his administration successfully dismantled paper leak syndicates upon taking office, resulting in the prosecution and imprisonment of key offenders. He confirmed that no exam paper leaks have occurred during his tenure. To eliminate nepotism and informal recommendations, the government introduced a structural reform requiring the inclusion of written examination scores in Public Service Commission selections. Furthermore, the state is phasing out temporary outsourcing arrangements in the healthcare and education sectors in favor of structured, permanent recruitment.
Vigilance Inquiry into IGMC Operations and Rejection of Political Vendetta
Responding to queries concerning the ongoing Vigilance Bureau investigation involving BJP MLA Dr. Janak Raj, Chief Minister Sukhu rejected claims of political vendetta. He stated that the lawmaker should present relevant facts directly before the investigating agency. Highlighting the gravity of the matter, the Chief Minister referred to allegations of grave medical irregularities, including reported instances of hysterectomy operations recorded for male patients during Dr. Janak Raj's tenure as Medical Superintendent at IGMC. Sukhu affirmed that additional facts continue to emerge as the investigation progresses. He maintained that executive actions remain strictly evidence-based and devoid of personal or political malice, with further legal steps dependent entirely on investigative findings.
Legal Measures Against Fake News, Cyber Blackmail, and Misinformation
Commenting on digital communication trends and social media content, Chief Minister Sukhu cautioned against malicious campaigns aimed at spreading misinformation and disturbing public peace. Clarifying the administration's position on legal actions against certain media figures, he assured that journalists reporting accurate and verified facts face no threat of regulatory action. However, individuals utilizing false narratives for extortion or deliberate public disruption will face legal prosecution under existing statutes. He noted that the relevant governing frameworks were instituted by the Central Government, which itself has blocked approximately 4,000 websites to curb online abuses. The Chief Minister added that law enforcement agencies are acting on formal complaints lodged by citizens affected by digital blackmailing schemes.
Honoring Rajiv Gandhi's Vision with Educational and Agricultural Initiatives
Celebrating the policy accomplishments of Rajiv Gandhi, the Chief Minister recalled historic milestones such as lowering the voting age to 18 years, enacting 33 percent reservation for women in local governance bodies, and introducing Jawahar Navodaya Vidyalayas to democratize quality education. Aligning state policy with this vision, the Himachal Pradesh government is constructing 68 Rajiv Gandhi Day Boarding Schools across all assembly constituencies to provide modern educational infrastructure to rural students. In the agricultural sector, the Rajiv Gandhi Natural Farming Scheme is offering Minimum Support Price (MSP) assurances to farmers. Additionally, North India's first state-of-the-art testing laboratory has been commissioned in Hamirpur to evaluate agricultural and food quality standards.
Potential Rs 500 Crore Revenue Gain in BBMB Legal Battle
Regarding the long-pending legal dispute involving the Bhakra Beas Management Board (BBMB), Chief Minister Sukhu expressed optimism over an upcoming judicial decision by the apex court. A favorable verdict could secure approximately Rs 500 crore in additional annual revenue for Himachal Pradesh, providing a significant boost to the state treasury. Senior Advocate Kapil Sibal is representing the state's interest before the court. Sukhu mentioned that while Haryana has submitted its affidavit in the matter, Punjab continues to delay its formal response. He reassured that securing Himachal Pradesh's financial dues will not disrupt the designated water allocations designated for Punjab and Haryana.
CWC Deliberations and Post-Session Visit to New Delhi
Summarizing recent high-level party deliberations, Chief Minister Sukhu noted that the Congress Working Committee (CWC) evaluated broad organizational and governance strategies, with future political roadmaps to be charted by the committee.
