The affected room had been officially designated for election-related logistical operations, housing empty polling boxes and miscellaneous administrative supplies. In compliance with procedural safety protocols, the room had been formally sealed on September 7. Because of this administrative seal, all movement of personnel into the chamber had been entirely restricted for over a month. Had the room remained open for day-to-day administrative clerical work, employees stationed at their desks would have been directly exposed to falling reinforced concrete slabs, presenting an imminent threat to human lives.
