For decades, the rugged ravines of Madhya Pradesh's Chambal belt were synonymous with gunfire, outlaws, and legendary dacoits. The very mention of the region conjured images of lawlessness and violence. Yet, times are shifting across these historic valleys. Emerging from an ancestry once tied to police registers and ravines, a young aspirant has demonstrated how determination can rewrite a family's destiny. Dev Prabhakar Singh Tomar has accomplished a rare feat by clearing the Union Public Service Commission (UPSC) Civil Services Examination, offering a powerful testament to personal resilience.
Dev Prabhakar Singh Tomar's grandfather was once branded an outlaw in Chambal. Frequent ideological friction and severe disputes with state officials led him down a path where administrative records classified him as a rebel and dacoit. That turbulent era brought acute hardship upon the family, frequently leaving them struggling to secure even two basic meals a day. Determined to break this vicious cycle, Dev's father made a decisive break from the ancestral village and shifted to Gwalior. Through relentless hard work and self-study, he earned qualifications to become a school teacher, eventually pulling the family out of extreme destitution.
Early Education and the Path to IIT Ropar
With his father employed as a teacher, the household's financial stability improved. Dev Prabhakar began his elementary education under the Madhya Pradesh state board. Later, his father enrolled him in a Central Board of Secondary Education (CBSE) school. Transitioning abruptly to an English medium curriculum posed serious academic hurdles during his formative years. However, rather than succumbing to self-doubt, he treated the linguistic divide as a challenge and mastered the subjects through steady discipline.
During his school days, casual conversations among classmates about prestigious engineering colleges ignited his ambition to secure a seat at an Indian Institute of Technology. Backing his ambition with dedicated preparation, he cleared the Joint Entrance Examination (JEE) on his very first attempt. He secured admission to IIT Ropar, where he completed his Bachelor of Technology degree with distinction.
Resigning from Philips in the Netherlands
Following his graduation from IIT Ropar, corporate opportunities arrived quickly. Dev Prabhakar was recruited by Philips, the prominent multinational electronics firm based in the Netherlands. Despite receiving a handsome overseas remuneration package and enjoying the comforts of European life, he found himself restless. He felt an enduring desire to return to his homeland and contribute meaningfully to public welfare.
Acting on this conviction, he walked away from his lucrative position abroad and relocated to India. Setting base in New Delhi, he initiated his preparations for the grueling civil services examination. To sustain himself financially without overburdening his family, he taught school students in the city, managing long teaching hours alongside exhaustive nighttime study routines.
Two Initial Failures and Eventual IRTS Selection
The journey through the civil services was demanding. Dev Prabhakar faced disappointment after failing to qualify in his first two attempts. Instead of losing heart, he carefully audited his shortcomings, restructured his strategy, and entered his third attempt with renewed focus.
His perseverance culminated in success when the results of the UPSC 2025 examination were announced. Securing All India Rank 629, he earned a spot in the prestigious Indian Railway Traffic Service (IRTS). Today, he serves in the Ministry of Railways, establishing that lineage does not dictate destiny when met with unyielding resolve.
