In a major regulatory step to protect smartphone displays, the central government has brought smartphone screen protectors under the ambit of mandatory quality certification. The Ministry of Electronics and Information Technology issued an official notification on September 21, 2026, amending the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Through this amendment, screen protectors have been incorporated into the regulatory schedule at serial number 66, making full adherence to Indian Standard IS 19348:2025 (Glass Screen Protector - Specification) compulsory for all such products sold in the country.
Comprehensive Technical and Safety Specifications
The newly enforced benchmark extends far beyond basic dimensional fitting on mobile devices, establishing strict testing and material requirements for protective glass. Under Indian Standard IS 19348:2025, glass screen protectors must satisfy rigorous quality parameters across multiple functional aspects. These include structural thickness, physical dimensions, impact resistance, adhesive layer stability, anti-shatter film durability, oleophobic coating efficacy, anti-glare properties, and privacy film integration. By standardizing these physical and chemical layers, the guidelines ensure that protectors provide genuine structural defence against accidental drops and pressure.
Seven-Month Transition Ahead of April 2027 Deadline
The regulatory mandate will formally take effect on April 1, 2027. Between the notification date in September 2026 and the implementation cutoff in April 2027, manufacturers and importers have been granted a transition window of approximately seven months. During this period, companies must submit their products to BIS-recognized laboratories for testing and obtain the necessary registration credentials. Once the April 1, 2027 deadline passes, marketing, distributing, or selling uncertified screen protectors will become entirely illegal across the country.
Market Transformation and Consumer Protection
Currently, a vast portion of the Indian screen protector supply originates from imported consignments and the unorganized retail sector. Modern smartphone displays are sensitive and expensive components, yet sub-par protectors easily crack or fail to shield the underlying screen during impacts. While complying with quality mandates may trigger a slight price increase and affect initial supply volumes, it guarantees consumers access to certified, reliable, and durable accessories. The influx of low-grade, unbranded imports is expected to decline sharply as enforcement begins.
Spur for Domestic Manufacturing and Quality Control
The mandate also serves as a catalyst for domestic industrial growth under the Make in India initiative. By barring sub-standard foreign imports, the order creates a level playing field for compliant domestic producers and curtails overseas import dependency. Several manufacturing units are already chalking out capacity expansion plans to cater to the upcoming demand for certified glass protectors, reinforcing quality control standards across the electronics accessories sector.
