Assam Chief Minister Himanta Biswa Sarma has announced that the state government will examine the rising number of HIV-positive cases among prisoners and investigate the specific circumstances under which the infections were contracted inside correctional facilities. This official response comes in the wake of mounting concern over the health and safety of inmates across various district and central prisons in the state.
Records indicate that between April and July, a total of 226 inmates spread across 31 jails in Assam tested positive for HIV. Officials noted that injecting drug use is linked to roughly 95 percent of these recorded cases. When questioned about whether the administration intends to scale up HIV screening inside prisons, the Chief Minister confirmed that the matter has been brought to his attention and is receiving serious consideration from the highest levels of governance.
Judicial oversight and medical care
Detailing the administration's approach, Sarma mentioned that authorities have identified specific cases and taken the situation with utmost seriousness. He added that the Gauhati High Court is also seized of the matter. Beyond investigating how the transmission occurred within the prison walls, the government's primary focus remains on ensuring that every affected individual receives the necessary medical treatment and proper healthcare support during their incarceration.
Situation at Sribhumi District Jail
The health crisis has manifested prominently in specific facilities as well. At the Sribhumi District Jail, authorities reported that 11 inmates recently tested positive for HIV, a figure that includes one female prisoner. The facility currently accommodates 445 inmates in total. Prison officials pointed out that a significant majority of the inmates who tested positive are lodged in connection with cases registered under the stringent Narcotic Drugs and Psychotropic Substances Act.

The detection of these widespread infections has triggered anxiety across the region, putting a renewed spotlight on the adequacy of regular health screenings, preventive protocols, and medical infrastructure within Assam jails. As the investigation gets underway, pressure mounts on prison authorities to tighten preventive measures and address the underlying issues contributing to the spread of infectious diseases behind bars.
