The Union Cabinet has approved a major infrastructure initiative aimed at strengthening connectivity across the Northeast. Chaired by Prime Minister Narendra Modi, the Cabinet granted formal approval for constructing a strategic 4-lane expressway in Assam. Built along National Highway-15, this key transit corridor will link critical regions of the state to primary highway networks. Once fully operational, the project will cut existing travel duration in half, providing significant relief to commuters and improving logistics across the region.
Project Scope, Alignment, and Budget Allocation
The approved alignment spans a total length of 135.87 km, starting from Baihata Chariali near Guwahati and extending up to Tezpur in Assam. The route design intentionally excludes a 15.11 km section covering the Mangaldai Bypass. According to official estimates, the total investment for this four-lane highway stands at approximately Rs 8,970.20 crore. The construction will proceed under the Build-Operate-Transfer (BOT) toll framework. To ensure smooth local access without disrupting main expressway traffic, a parallel service road network extending over 210 km will also be constructed alongside the main lanes.
Strategic Runway Facility and Defense Preparedness
Owing to its proximity to the China border, the expressway carries vital strategic importance for national security. A key feature of the project is the creation of a 4.9 km Emergency Landing Facility (ELF) near the Tezpur Bypass. Developed in close coordination with the Indian Air Force, this nearly 5 km dedicated roadway stretch can accommodate emergency landings and take-offs of fighter aircraft. Furthermore, the operationalization of this northern corridor will significantly de-congest National Highway-27 (the East-West Corridor), which runs south of the Brahmaputra River.
Engineering Structure, Bypasses, and Wildlife Passes
To maintain high-speed access control and bypass densely populated urban hubs, the project incorporates 5 major bypasses spanning a combined length of 58.7 km. These will divert long-distance traffic away from congested centers such as Baihata Chariali, Sipajhar, Kharupetia, Dhekiajuli, and Tezpur. The corridor reflects advanced civil engineering design, comprising 15 major bridges, 30 minor bridges, 19 flyovers, and 46 underpasses. To protect local wildlife habitats along the route, a dedicated elephant underpass has been planned specifically within the Tezpur Bypass segment.
Socio-Economic Development and Multi-Modal Connectivity
Beyond defense benefits, the expressway serves as a key economic catalyst for both Assam and neighboring Arunachal Pradesh. Upgrading this transit line will enhance access to 8 PM Gati Shakti Economic Nodes, directly connecting major industrial parks across the region. It also links 2 social nodes across the Darrang and Udalguri districts. Strategic tourist destinations such as the historic Maa Kamakhya Temple, Kaziranga National Park, and Orang National Park will see streamlined visitor access. Additionally, the project integrates connectivity across 7 major logistics hubs, including 3 key railway stations, 2 regional airports, and 2 inland waterway terminals, facilitating seamless movement of passengers and commercial freight.
