A fresh bureaucratic restructuring has swept across the Bihar police administration, redistributing key policing responsibilities across several districts and specialized armed divisions. According to an official directive released by the reserve branch of the state home department, assignments for five senior police officers, including four members of the Indian Police Service, have been formally reorganized with immediate effect.
Leadership Transitions in District Commands
The administrative shake-up brings an immediate change of command to the policing headquarters of Khagaria and Sheohar. Shailendra Singh, an IPS officer of the 2021 batch who previously managed policing operations as the Superintendent of Police in Sheohar, has been posted as the new police chief of Khagaria. Taking over the reins in Sheohar is Md Mohibullah Ansari, also from the 2021 batch, who was earlier discharging duties as the City SP of Muzaffarpur.
Meanwhile, Khagaria's outgoing police chief Bhanu Pratap Singh, a 2021-batch IPS officer whose domestic dispute with his spouse had recently attracted widespread public attention, was relieved of his district post. The government has ordered him to report directly to the state police headquarters in Patna without delay.
New Postings at Raj Bhavan and Armed Police Battalions
The home department notification also outlines key organizational movements within the state armed police battalions and the gubernatorial administration. Aparajit, a 2020-batch IPS officer who was serving as Commandant of Bihar Special Armed Police-16 in Patna alongside holding the additional portfolio of Superintendent of Police (Law and Order) for Bihar, has been reassigned to the Governor's Secretariat. He will now take up duties as the Aide-de-Camp to the Governor in Patna.
Furthermore, newly promoted IPS officer Kumari Mamta Kalyani, who serves as the Commandant of Bihar Special Armed Police-10 in Patna, has been vested with additional authority. Under the latest instructions, she assumes supplementary charge as the Commandant of Bihar Special Armed Police-16. This assignment completes the structural realignments charted out for the capital city's armed units.
Prior Administrative Overhauls Triggered by Controversies
Executive transfers following localized friction or administrative controversies have marked recent police administration in the state. Back in August, the state administration ordered a sweeping shake-up involving seventeen IPS officials, which notably replaced the police heads of Bhojpur and Siwan following fierce public outrage over contentious operational incidents.
During that August reshuffle, the state relieved Siwan SP Puran Kumar Jha and placed him on the waiting list for new deployment. His district tenure had witnessed intense friction following the reported deployment of an AK-47 rifle during student demonstrations on July 25. Similarly, Bhojpur SP Raj was transferred away from his post following significant public protests over the encounter death of local activist Bharat Tiwari. Following those actions, Bharat Soni was installed as the police chief of Siwan, Awadhesh Dixit took charge in Bhojpur, and Hriday Kant was designated as the SP of Nalanda. The latest reshuffle continues that pattern of swift administrative adjustments across district jurisdictions.
