According to an official notification, completing Biometric Aadhaar Authentication (BAA) will become mandatory starting 1 October 2026 for anyone booking subsidized domestic LPG cylinders. Consumers who have not verified their biometric records will be required to finish this procedure before they can purchase cooking gas cylinders at government-subsidized rates.
Nearly Ninety Percent of Consumers Already Authenticated
Official records show that the overwhelming majority of domestic cooking gas consumers have already satisfied this requirement. Across the nation, 27.43 crore active domestic LPG customers, representing 89.9 percent of the total active consumer base, have completed their biometric Aadhaar authentication. These consumers will not have to undergo any additional verification, and their regular cylinder bookings and price concessions will continue without any disruption.
Pathways for 2.47 Crore Pending Consumers
Data indicates that approximately 2.47 crore consumers have yet to validate their Aadhaar credentials. When these users step forward to book their domestic cylinders, completing this identity verification will become necessary to maintain subsidized pricing. To minimize inconvenience, multiple channels have been established through which consumers can complete the verification process.
- Authentication can be completed right at the consumer's doorstep during cylinder delivery using the mobile application operated by delivery personnel.
- Consumers can visit their designated local LPG distributorship showrooms in person to authenticate their biometric details.
- The procedure can also be performed remotely from home using the dedicated mobile applications provided by respective oil marketing companies.
Digital Applications Provided by Oil Companies
Oil marketing companies have deployed specialized smartphone platforms to make the digital authentication process accessible and swift for their respective customer bases.
- Consumers subscribed to Indane can complete their authentication process digitally using the IndianOil ONE mobile application.
- Bharatgas customers can finish their verification remotely through the HelloBPCL app.
- HP Gas users have been provided with the HP PAY application, allowing them to verify their records from home without visiting a distributor.
Non-Subsidized Purchase Options Remain Available
For individuals who choose not to claim the government subsidy, or who prefer not to submit to biometric Aadhaar verification, an alternative pathway has been kept open. Such households can continue to buy cooking gas without completing the authentication process. To exercise this preference, users must submit their choice through the digital channels, mobile apps, WhatsApp chatbots, or IVRS phone systems run by their respective oil marketing company.
Consumers choosing this route will be provided cylinders at prevailing market prices without any financial subsidy. Furthermore, depending on local stock availability, these consumers can also procure smaller cylinders of 5 kg or 10 kg capacities.
Phased Extension and Consumer Outreach
The initial deadline set by authorities to complete biometric Aadhaar authentication was 30 June 2026. To provide households adequate opportunity to finish the procedure, this window was extended multiple times, culminating in a final deadline of 14 September 2026.
An extensive communication drive has been underway since October 2023. Over the course of this initiative, more than 12 crore SMS and WhatsApp alerts were dispatched to registered mobile numbers. In addition, field outreach through distributors, delivery teams, and designated camp locations was utilized to urge households to complete their biometric verification before the rules took effect.
Subsidy Dynamics and Budgetary Allocations
Official figures detail the financial magnitude of the domestic cooking gas support program. In September 2026, the underlying subsidy on a standard 14.2 kg domestic LPG cylinder, reflecting the spread between actual operating costs and retail price, stood at approximately 210 rupees per cylinder. Earlier, in June 2026, this underlying cost gap had widened to around 721 rupees per cylinder.
To support oil marketing companies and absorb these retail price buffers, the government had provided compensation of 22,000 crore rupees to OMCs in FY 2022-23. For the fiscal years FY 2025-26 and FY 2026-27, a cumulative financial outlay of 30,000 crore rupees is being disbursed to the oil marketing companies.
