A major administrative transition has taken place at the helm of Bihar's police administration. Vinay Kumar, who was serving as the Director General of Police (DGP) for the state, has opted for voluntary retirement (VRS) ahead of his scheduled tenure. In a swift follow-up measure, the state administration issued formal orders appointing him as the new Chief Information Commissioner (CIC) of Bihar, a role that becomes effective the day he officially assumes charge.
Notice Waiver and Clearance of Retirement Request
According to an official notification issued late on Saturday night by the state Home Department, the 1991-batch Indian Police Service (IPS) officer had proceeded on leave on medical grounds before tendering his formal application for voluntary retirement on September 25. The competent authority accepted his plea without delay, clearing the retirement with immediate effect.
Under the All India Services (Death-cum-Retirement Benefits) Rules, 1958, an officer seeking voluntary retirement is ordinarily mandated to serve a three-month advance notice to the government. In the case of Vinay Kumar, the state government invoked discretionary provisions to waive this mandatory notice condition, thereby permitting an instant transition out of active police service.
High-Powered Selection Panel and Commission Vacancy
A separate formal order from the General Administration Department confirmed Vinay Kumar's elevation to the constitutional transparency watchdog. The clearance came following a high-level meeting of the three-member selection panel convened on Friday, September 25. The panel, chaired by Chief Minister Samrat Choudhary, included Deputy Chief Minister Vijay Kumar Choudhary and Leader of the Opposition Tejashwi Yadav, all of whom agreed upon the appointment.
The position of Chief Information Commissioner in the state had remained unoccupied since June, when the tenure of previous incumbent Tripurari Sharan concluded. Alongside the top post, the administration also sanctioned the induction of Anjani Kumar Singh, a judicial service officer and former secretary of the Law Department, as a State Information Commissioner. These twin appointments are expected to clear the administrative backlog within the state's appellate transparency framework.
Interim Charge and Profile of the Outgoing Chief
Vinay Kumar had originally proceeded on a 21-day spell of earned leave starting on September 15, which was scheduled to conclude on October 5. During his absence, the state assigned senior IPS officer Preeta Verma the additional responsibility of running the police department from September 15 onward. Preeta Verma currently functions substantively as Director General-cum-Commandant General, Home Guards and Fire Services, Bihar. The formal acceptance of Kumar's voluntary retirement confirms that he will not return to the DGP post.
Vinay Kumar was originally slated to reach his regular superannuation in December 2026. A native of the Vaishali district in Bihar, he pursued an engineering degree from the prestigious Indian Institute of Technology (IIT) Kharagpur before entering the civil services through the 1991 batch of the IPS. He will now lead the apex regulatory body overseeing governance transparency and public information across Bihar.
