To make fertilizer purchasing smooth and transparent for farmers, the agriculture department has rolled out a new digital system. Farmers no longer need to wander from one shop to another or stand in long queues just to check fertilizer availability. Through the Framework for Fertilizer Cell, known as the FFS system, farmers can now book fertilizers according to their needs right from the comfort of their homes.
How the FFS App Works and Booking Steps
Additional Director of Agriculture Radheshyam Meena explained that farmers can download the FFS app on their mobile phones and enter their Farmer ID. Once entered, the system displays all land and field records associated with the farmer. After selecting their crop, farmers can choose the required fertilizer. The system contains details for approximately 400 crops. For instance, if a farmer is growing mustard, they can select fertilizers such as DAP, urea, single super phosphate, or ammonium sulphate based on their specific requirements.
Access to Stock and Dealer Information
The application provides information regarding available stock and local dealers in the vicinity. Farmers can select a dealer based on their convenience. Notably, if different fertilizers are available at different locations, farmers have the option to select multiple dealers. Once the booking is completed, a QR code is generated on the farmer's mobile phone. Fertilizers can be collected from the dealer by presenting this code. The farmer can visit the store personally, or if unable to go, send a family member or an authorized representative.
OTP Verification and Collection Guidelines
If a representative goes to collect the fertilizer, they must complete Aadhaar-based biometric verification and provide the OTP sent to the farmer's mobile phone. The FFS facility is not restricted to nearby shops alone; farmers can also choose dealers available at the tehsil or district level if required. Those without a smartphone can complete their bookings through e-Mitra or Common Service Centers. After booking, farmers are given a 48-hour window to collect the fertilizer. If uncollected within this designated period, the booking automatically cancels, and the farmer can place a new booking.
Digital Records to Curb Black Marketing
Integrated with Farmer IDs and land records, this system maintains a secure digital record of all purchases made by the farmer. Details of fertilizers bought during the Kharif, Rabi, and Zaid seasons will be recorded. Furthermore, the system ensures that farmers cannot purchase more fertilizer than their allocated quota. This transparent distribution framework is expected to curb black marketing and unauthorized purchases significantly.
