In a major expansion of India's formal social safety architecture, the Union Cabinet has approved a revision of the mandatory coverage wage ceiling under the Employees' Provident Fund Organisation (EPFO). The statutory salary threshold has been elevated from ₹15,000 to ₹25,000 per month. According to official estimates, this policy revision is set to bring more than 51 lakh additional formal sector workers under the mandatory ambit of institutional provident fund, pension, and life insurance benefits. Salaried individuals earning between ₹15,000 and ₹25,000 each month will now directly enter the institutional social safety framework.
Crucial Safety Shield for Fresh Job Entrants
The primary beneficiaries of this regulatory revision will be new workforce entrants whose entry-level monthly compensation falls between ₹15,000 and ₹25,000. Under the previous guidelines, employers were not legally required to enrol employees whose starting salary exceeded the ₹15,000 monthly ceiling into the statutory EPF system. By raising the wage boundary to ₹25,000, establishing institutional provident fund benefits has become a statutory obligation for businesses hiring workers within this income bracket, ensuring that a far wider share of the salaried population gains structured financial protection from day one.
Comprehensive Package: EPF Savings, EPS Pension, and EDLI Insurance
Mandatory enrolment with the EPFO delivers a threefold social protection bundle rather than an isolated retirement fund. First, eligible employees accumulate long-term retirement savings through mandatory contributions to the Employees' Provident Fund (EPF). Second, a portion of the contribution is channelled into the Employees' Pension Scheme (EPS), guaranteeing post-retirement pension benefits. Third, subscribers gain automatic life insurance protection under the Employees' Deposit-Linked Insurance Scheme (EDLI). Together, these mechanisms provide working individuals and their dependent family members with dependable institutional backing across their professional careers and beyond.
Projected Fiscal Outlay for the Government
Extending the statutory threshold also expands the fiscal obligations of the central government. Based on available projections, the policy change will raise the government's annual expenditure on account of statutory contribution support to approximately ₹11,339 crore. Prior to this decision, the annual budgetary assistance provided by the central government stood at around ₹10,250 crore. Over a five-year horizon, the total cumulative expenditure required to support this expanded coverage is estimated at approximately ₹56,696 crore.
EPFO Footprint and Formal Sector Expansion
Adding more than 51 lakh employees will significantly broaden the institutional footprint of the EPFO, which already operates as one of the largest social security administrative bodies in the nation. As per official records, EPFO currently counts nearly 7.98 crore actively contributing members on its registers. These contributions are remitted by approximately 7.68 lakh participating establishments across India. Furthermore, around 82 lakh pensioners currently draw regular post-retirement benefits under the Employees' Pension Scheme, a tally that will steadily grow as the expanded base reaches retirement age.
