Official statistics presented in the Rajya Sabha by Union Minister for Road Transport and Highways Nitin Gadkari reveal that Uttar Pradesh generated the highest toll revenue from national highways and expressways across India during the financial year 2025-26. The state recorded a total toll collection of ₹8,862.12 crore, outperforming major economic hubs including Rajasthan, Maharashtra, and Gujarat.
Statewise Rankings and Revenue Highlights
According to the parliamentary data, this marks the first instance where Uttar Pradesh has claimed the top position in national toll tax collection. Rajasthan secured the second rank in the nation, accumulating ₹7,317.51 crore from its toll gates. Following Rajasthan, the states of Maharashtra, Gujarat, and Karnataka registered the next highest figures in highway toll receipts for the financial year.
Infrastructure Expansion and Toll Plaza Count
The substantial growth in toll earnings in Uttar Pradesh stems primarily from the rapid expansion of high-speed expressways and arterial national highway corridors over recent years. Enhanced road connectivity has driven a continuous surge in inter-state freight and passenger vehicle traffic. Uttar Pradesh currently has 141 operational toll plazas on national highways, representing the second-highest tally in the country. Rajasthan leads nationwide with 172 functional toll plazas, while Maharashtra operates 105, Madhya Pradesh manages 98, and Karnataka operates 68 toll plazas.
Nationwide Highway Revenue Growth
The rise in toll revenues reflects a broader nationwide trend on Indian highways. Overall national toll collection expanded to ₹70,278.18 crore in FY 2025-26, rising from ₹61,408.15 crore reported in FY 2024-25. This represents an annual increase of approximately ₹8,870 crore across the national highway network. The total collection for FY 2025-26 also incorporates ₹1,795.18 crore derived from the annual pass scheme implemented for private non-commercial vehicles.
Key Drivers Behind Revenue Expansion
The central government attributes the record growth in toll collection to the physical expansion of national highway networks, improved multi-city connectivity, and steady increases in daily traffic volume. With additional expressway corridors and highway links currently under construction across various regions, official projections indicate that national toll tax receipts will maintain an upward trajectory in future fiscal years.
