The Rajasthan state government has introduced a comprehensive three-year roadmap aimed at completely overhauling the infrastructure of public schools across the state. Planned for implementation from the 2026-27 to 2028-29 financial years, this massive project involves an estimated expenditure of Rs 12,500 crore. The initiative seeks to upgrade unsafe and inadequate school facilities into secure, well-equipped, modern, and technologically advanced learning centers.
Technical Survey Across 41 Districts and Ongoing Work
To assess ground-level requirements accurately, Chief Minister Bhajan Lal Sharma ordered a technical survey across all 41 districts in the state. Conducted under the supervision of District Collectors, the survey identified structural deficiencies, classroom shortages, and missing facilities across government schools. The findings from this survey formed the basis for the multi-year phased execution plan.
By comparison, approximately Rs 2,200 crore was spent on school infrastructure over the previous five years combined. Moving beyond past spending levels, the state administration has simultaneously prioritized immediate needs alongside long-term construction. Currently, development projects worth Rs 3,006.34 crore are in various stages of administrative sanction or tender processing. Among these, approval or tendering is underway for 518 new school buildings with an outlay of Rs 620 crore, while active construction has already commenced on 181 buildings.
Detailed Breakdown of Allocation and Infrastructure Works
Out of the total Rs 12,500 crore roadmap, clear financial allocations have been established for key structural components
- New School Buildings: A total of 3,587 new school buildings will be constructed across the state at a cost of Rs 2,487.75 crore.
- Classroom Construction: Rs 8,378.30 crore has been earmarked to build 83,783 new classrooms.
- Major Structural Repairs: Major repairs across 22,589 school buildings will receive Rs 1,129.45 crore.
- Sanitation Complexes: Rs 340.40 crore has been assigned to construct 13,616 new toilet blocks in schools.
MLA Local Area Funds and NABARD Financing
To secure funding for these wide-ranging upgrades, the government has mandated that 20 percent of each MLA's annual Local Area Development fund of Rs 5 crore must be dedicated to government school infrastructure. Furthermore, funding proposals amounting to approximately Rs 600 crore for 894 new school buildings have been forwarded to NABARD and the Finance Department for loan approval.
Work is already in progress or approved for 2,906 new classrooms involving an expenditure of Rs 300 crore. Additionally, Rs 550 crore is designated for major repairs and safety measures, while Rs 936.34 crore is set aside for academic, residential, and special facilities.
Demonstrating execution at the local level, construction on a new building for the Government Primary School at Rampura-Kanwarpura in Jaipur, which was declared unsafe and dilapidated in 2025, will begin on September 1. Funding for this project includes Rs 12 lakh approved from District Mineral Foundation Trust funds and Rs 6 lakh from local MLA development funds.
Digital Infrastructure, Science Labs, and Special Education
Beyond brick-and-mortar structures, the project emphasizes integrating digital technology into classrooms. By December 2026, Rs 1,087 crore will be deployed toward digital learning initiatives. This includes setting up 5,000 smart classrooms, distributing 80,000 tablets to students, and establishing 7,000 Information and Communications Technology (ICT) labs across the state.
The roadmap also places significant focus on specialized academic infrastructure
- Construction of 614 new school buildings alongside major renovation projects in 2,750 schools.
- Allocation of Rs 507.60 crore for 2,256 new science laboratory rooms.
- Provision of Rs 40 crore for specialized infrastructure serving 1,239 students with special needs (CWSN).
- An allocation of Rs 936.34 crore covering 5 new hostels, 13 DIET Center of Excellence facilities, and 79 hostel buildings.
- Establishment of Atal Kendras across 5,000 gram panchayats with an investment of Rs 750 crore.
