Atul Kumar, a 22-year-old resident of Bamla village in Haryana's Bhiwani district, has secured the 13th rank in the state civil services examination. Remarkably, he cleared the prestigious recruitment exam on his very first attempt. Inspired by Tina Dabi, who achieved the top rank in the 2015 UPSC civil services exam, Atul set his sights firmly on administrative careers and decided to appear exclusively for examinations conducted by the state public service commission and UPSC.
Triumph on the Very First Attempt
Reflecting on the milestone, Atul shared that seeing his name at the 13th position when the results were declared late at night brought immense joy to him and his family. He immediately broke the news to his father and relatives, sparking celebrations at home. Securing a top administrative rank at just 22 years of age on his debut appearance has been a deeply fulfilling experience. Alongside the state exam, Atul has also appeared for the UPSC civil services examination and remains optimistic about delivering a strong performance there as well.
Daily Study Routine and Strategic Preparation
Detailing his preparation method, Atul explained that he dedicated around 8 to 10 hours daily to focused study. After graduating in May 2025 from Hindu College, University of Delhi, with a BA Honours in Political Science and an 8.3 CGPA, he immediately launched his preparation for the HCS examination. Over the course of a single year, he maintained rigorous consistency, focused heavily on conceptual understanding, and prioritized regular revision. He noted that clearing the exam on the first attempt after a year of disciplined preparation was an exceptionally rewarding journey.
Academic Excellence and Family Background
Academic excellence has been a consistent hallmark of Atul's journey. During his schooling, he secured an impressive 99 percent in both his Class 10 and Class 12 board examinations. He comes from a family grounded in public service and education. His father, Jitendra Kumar, serves as a JBT teacher posted in Haluwas village, while his mother, Suman Devi, is a homemaker. His elder brother, Vinay Kumar, works in a bank. Celebrating his achievement, Atul's uncle Narendra Singh Jangra, a clerk in the education department, praised Atul's humility and hard work, noting that youth from the village are increasingly excelling in academics and expressing confidence that Atul will clear the UPSC exam as well.
Intense Competition Among 93,000 Candidates
The Haryana Civil Services examination was conducted to fill a total of 102 vacancies across state administrative departments. Approximately 93,000 candidates appeared in the competitive selection process. Securing the 13th position in such a massive applicant pool with limited openings underscores the dedication and precision of his preparation.
