Unauthorized absence from duty will be explicitly categorized as an act of indiscipline, making the offending personnel liable for strict disciplinary action in accordance with departmental rules.
Mandatory Prescribed Application Forms for Leave Sanction
Official guidelines specify that employees requiring leave must submit a formal application on the prescribed departmental form well before their intended absence. Sanction will only be valid once approved in writing by the authorized official. The directorate has explicitly ruled out the acceptance of leave requests submitted through non-standard formats or informal notes. This measure aims to streamline daily operational management within roadways offices and eliminate administrative disruption caused by unannounced employee absences.
Tiered Reporting Mechanism for Emergency Situations
Acknowledging that unforeseen emergencies may prevent employees from securing prior written permission, the department has established a structured emergency communication protocol. In such circumstances, Group A and Group B officers are required to notify the Director on the exact day of absence via telephone call or WhatsApp, stating a clear rationale. Concurrently, Group C and Group D staff members must report their emergency absence and detailed reasoning to their respective JDST using phone calls or WhatsApp messaging.
Mandatory Regularization Upon Resuming Duty
The transport management has clarified that transmitting an emergency notification via phone call or WhatsApp does not constitute final leave sanction. Employees who remain absent during emergencies must formally initiate the regularization process immediately upon returning to work. The absence must be officially processed through standard administrative channels; failing to complete this post-return authorization will prevent the leave period from being regularized, potentially impacting service records and payroll processing.
Operational Rationale and Commuter Convenience
Departmental inspections revealed that unannounced staff absenteeism at several depots severely impaired bus dispatch schedules. Unexpected shortages of operational personnel forced frequent route alterations, service cancellations, and widespread inconvenience for daily commuters. To maintain seamless public transit services across the state, Transport Minister Anil Vij alongside senior administrative directors authorized this comprehensive enforcement drive.
Depot Level Enforcement and Chargesheet Warning
Following instructions from the state headquarters, field-level executive officers have begun executing strict compliance measures. At the Yamunanagar depot, for instance, the General Manager and Duty Inspector have been instructed to monitor drivers and conductors closely. Any driver or conductor found absent without a pre-sanctioned Casual Leave will be served a formal departmental chargesheet. This administrative rigor aligns with Haryana Roadways' focus on public service, following earlier social welfare initiatives such as providing free bus travel facilities to eligible BPL cardholder families.
