Meghalaya is charting a comprehensive roadmap to emerge as India's leading state in organic agriculture by systematically curtailing reliance on chemical inputs and promoting bio-fertilisers. Addressing the state Legislative Assembly on Thursday, Chief Minister Conrad K Sangma reaffirmed the administration's long-term vision of completely phasing out synthetic agricultural chemicals. The government outlined a dual strategy during the legislative proceedings, focusing on strict price regulation for subsidized fertilisers alongside robust digital monitoring to prevent black marketing and illegal cross-border smuggling.
Addressing Fertiliser Pricing and Subsidy Structure
The legislative discussion gained momentum when Voice of the People Party (VPP) president and Nongkrem MLA Ardent Miller Basaiawmoit raised serious allegations regarding retail malpractices. Basaiawmoit pointed out reports indicating that local farmers were being forced to purchase bags of Single Super Phosphate (SSP) fertiliser at an inflated rate of Rs 900 per bag. Responding to these concerns, Chief Minister Conrad K Sangma clarified the exact financial framework governing fertilizer distribution across the state.
Sangma detailed that the government provides a 25 percent subsidy on SSP, bringing its state-regulated retail price down to Rs 800 per bag. Without this state intervention, the open market price of SSP would hover around Rs 1,200 per bag. In comparison, highly subsidised urea is made available to cultivators at Rs 266 per bag. Sangma acknowledged that because supply quantities are strictly regulated to discourage excessive chemical usage, artificial scarcity can occasionally tempt unscrupulous traders to exploit farmers. However, he emphasized that government oversight remains active to neutralize black-marketing attempts promptly.
Digital Tracking and Ground Surveillance Mechanisms
Elaborating on enforcement measures, Agriculture Minister Timothy D Shira outlined the multi-layered inspection apparatus deployed across Meghalaya. A dedicated network of 129 designated inspectors actively monitors retail outlets to ensure strict adherence to official pricing notifications. Dealers are legally obligated to display government-mandated price boards prominently at their storefronts and conduct all transactions strictly at those rates.
To guarantee complete transparency, every single sale must be uploaded in real time to the Integrated Fertilizer Management System (iFMS). Shira emphasized that this digital tracking mechanism allows authorities to trace even a single kilogram of fertiliser sold illegally through unauthorized channels. Furthermore, top officials, including the Director of Agriculture and the Director of Horticulture, have been empowered to conduct unannounced physical audits of retail centers statewide.
Reinforcing the minister's statement, Chief Minister Sangma revealed that enforcement teams have already executed 1,432 surprise inspections across various districts. Sangma warned that any vendor caught overcharging, hoarding, or diverting stocks would face immediate cancellation of their business license alongside rigorous prosecution under applicable laws. Agriculture Minister Shira also urged agricultural workers and local communities to report any pricing violations directly through the CM Connect grievance redressal portal.
Controlling Regional Diversion and Supporting Natural Agriculture
Beyond internal retail monitoring, the state government has instituted strict protocols to stop the illegal outflow of subsidized chemical fertilisers to neighboring Indian states and across international boundaries into Bangladesh. Transportation of agricultural inputs is strictly regulated through official permits issued directly by the Directorate of Agriculture, with movement logged through specialized tracking portals.
Minister Shira highlighted that chemical fertiliser usage across the Garo Hills region remains remarkably minimal, confined primarily to plain agricultural pockets. A substantial proportion of farming communities in Garo Hills continue to practice traditional, chemical-free agricultural techniques passed down through generations. To build upon these natural advantages, the government has geographically demarcated specific zones where controlled chemical application is temporarily permitted, while enforcing stringent restrictions in other regions to accelerate the transition toward pure organic farming.
Soil Health Management and International Certification Standards
Chief Minister Sangma emphasized that Meghalaya's agricultural transformation aligns with globally recognized scientific practices centered on comprehensive soil health assessment. By systematic soil testing and expanding organic certification frameworks, the state aims to establish a verified organic brand that enhances market value for local produce.
Sangma reiterated that the state's strategic shift toward bio-fertilisers and natural soil enrichment positions Meghalaya uniquely to achieve complete organic state status. The government's gradual transition framework ensures that soil health is restored while safeguarding farmers from market exploitation and environmental degradation.
