Mizoram is actively stepping up its administrative machinery to lead the nation by concluding Census 2027 ahead of all other states. While assessing operational readiness for the upcoming second phase during a state-level conference in Aizawl, Chief Secretary Khilli Ram Meena emphasized the critical necessity of adhering to strict deadlines and maintaining data precision. He highlighted that sound demographic records serve as the core bedrock for public policymaking and align closely with the national developmental roadmap of Viksit Bharat 2047.
Guidelines on refugee enumeration and Aadhaar collection
State officials outlined that the comprehensive headcount will encompass all 16 Scheduled Castes recognized in the region, alongside refugee populations currently residing within state borders. Authorities explicitly pointed out that being recorded in the demographic tally does not confer Indian citizenship upon any refugee. Furthermore, sharing Aadhaar numbers remains entirely voluntary, ensuring that individuals who choose to withhold their unique identification details will face no coercion. Additionally, residents whose names were excluded during the Special Intensive Revision of electoral rolls will remain fully eligible for enumeration.
Staffing roadmap, training schedules, and central allocation
To ensure flawless execution on the ground, instructional modules designed for master trainers, field trainers, supervisors, and primary enumerators are slated for completion by November. The administrative blueprint distributes the field workload by assigning approximately 800 individuals to each enumerator. To support the logistics and operational execution of this crucial second stage, the Central government has disbursed an allocation of Rs 19.19 crore to the state administration.
