The Indian government has issued fresh directives to banking institutions across the country, urging them to significantly step up the distribution of Micro Enterprise Cards (ME-Cards). The primary objective behind this push is to ensure that eligible micro-units can secure working capital credit swiftly without navigating bureaucratic hurdles. While the initial target for the current fiscal year was set at one million ME-Cards, officials familiar with the developments confirm that the government now expects lenders to double this issuance capacity.
Revised Targets and Fiscal Framework
First introduced in the FY26 union budget, the ME-Card initiative was designed as a dedicated financial instrument for micro, small, and medium enterprises (MSMEs) registered on the official Udyam platform. Under the standardized framework, each ME-Card comes with a credit line capped at ₹5 lakh. Following recent instructions from authorities to accelerate disbursements, commercial banks have begun evaluating eligible business borrowers to scale up participation.
Expected Sectoral Liquidity and Standardized Procedures
Policy analysts project that doubling the issuance of these credit cards will pump an additional ₹25,000 crore to ₹30,000 crore of credit directly into the MSME ecosystem. To prevent fragmented execution across different lenders, banking leaders have moved to establish uniform eligibility criteria and standardized features. Financial institutions are also rolling out a common application template for small enterprise credit, ensuring a seamless experience regardless of where the applicant maintains an account.
Digital Credit Assessment Framework
By leveraging modernized assessment mechanisms, banking networks expect to eventually extend their reach to at least 20 million business clients. Rather than demanding exhaustive paper records or physical collateral, the creditworthiness of Udyam-registered businesses is evaluated through digital channels. The model analyzes real-time enterprise cash flows using digital payment footprints from Unified Payments Interface (UPI) transactions, bank account statements, and the Account Aggregator (AA) system. The complete workflow—from initial documentation and risk assessment to final loan disbursal—is executed digitally to eliminate processing delays.
Revolving Limits and Dual-Benefit Provisions
The financial architecture of the ME-Card functions as a revolving credit account valid for a period of up to one fiscal year. Businesses demonstrating satisfactory repayment track records and operational consistency will be eligible for annual renewals. Importantly, small enterprises that have already secured credit facilities under alternative government guarantee programs remain eligible to apply for an ME-Card, provided they satisfy the standard criteria set by lending institutions.
