A significant administrative change has occurred in the capital of Bihar. Pitam Kumar, who served as the personal secretary to the Leader of Opposition in the Bihar Legislative Assembly, Tejashwi Yadav, has been transferred from his post. The General Administration Department of the Bihar government has issued an official notification, relieving Pitam Kumar of his current duties with immediate effect.
New Responsibilities and Posting
According to the government order, Pitam Kumar will now be stationed in New Delhi. He has been assigned to the National Highways and Infrastructure Development Corporation Limited (NHIDCL), an organization working under the Union Ministry of Road Transport and Highways. He will serve there on deputation as the Deputy General Manager (HR and Admin). Following the clear directives from the state government, he is required to relinquish his responsibilities at the office of the Leader of Opposition.
Background of the Experienced Officer
Pitam Kumar is a senior and experienced officer belonging to the Bihar Administrative Service. He holds a long administrative track record. During the tenure of the previous Mahagathbandhan government, when Tejashwi Yadav was serving as the Deputy Chief Minister, Pitam Kumar worked in the same capacity as his personal secretary. He was appointed to this important position in August 2022. This sudden transfer has sparked various speculations within the political circles of Bihar.
Political Stir and Context
This administrative move is being viewed as quite significant. It is especially noteworthy as it comes at a time when Tejashwi Yadav is currently away on a tour of Europe. While the government has described this action as part of a routine administrative process, it has certainly triggered debates and discussions within the opposition camp.
Controversies Surrounding Security and Housing
This development follows a period of intense public debate in Bihar regarding the government residence and security of former Chief Minister Rabri Devi. Initially, there was resistance regarding the vacation of the government bungalow located at 10 Circular Road. Eventually, after completing the procedures mandated by the Building Construction Department, she accepted a new government residence and vacated the old bungalow.
During this same period, there were political disputes concerning the security arrangements for Lalu Prasad Yadav, Rabri Devi, and Tejashwi Yadav. After the Bihar government reviewed their security and implemented changes, the Rashtriya Janata Dal accused the government of compromising the safety of opposition leaders. Amidst the protests, these leaders returned their government security. Subsequently, the government restored the Z-category security for Lalu Prasad Yadav and Rabri Devi, which includes providing bulletproof vehicles as it was previously.
Political Challenges
Currently, the state's politics are witnessing activity on multiple fronts. Reports of internal discontent within the Rashtriya Janata Dal regarding ticket distribution and organizational decisions for the Bankipur Assembly by-election have surfaced. With Tejashwi Yadav away on his European tour, the transfer of his close aide to Delhi has become a central topic of conversation in Bihar's political landscape.
